Addressing Wider National Security Concerns

After more than a year since the elimination of the biggest national security threat, it is time to look far ahead and plan for strategic national security needs of Sri Lanka. Absence of war and other matters needing immediate attention provides an ideal opportunity to plan for the future. LTTE leader first experimented with bombs in 1972. He was treated for injuries sustained in an experiment in that year. Apart from him many other terrorists sought government medical attention when in need. Had there been a proper mechanism to gather information of these activities at that time, Sri Lankan troops would have had a clear advantage in routing terrorism. Many Tamil terrorist groups emerged during this time and they were fighting among themselves initially until a few well-established and well-connected groups took over. Violence and eventually open war continued for 34 years with no end in sight. Then in 2006 things changed thanks to a well co-ordinated and planned approach to war. War was won in 34 months, which could not be won for 34 years!
Planning for the future helps minimise not only the direct adversities of war, but also it’s other ancillary effects. For instance Sri Lankan military had a reasonably good medical service that came handy in serving not only service personnel but also civilians at times of need. The engineering corps of the army contributed both military and civilian needs under difficult conditions. Aeronautical mechanics and engineers of the Sri Lanka Air Force serve not only the air force but also other aviation activities. Sri Lanka Navy is helping manage the oceanic resources of the nation in addition to providing national security. To put in simple terms, armed forces essentially need well developed and comprehensive medical engineering, mechanical, administration, etc. branches. And the society needs the services of these branches of tri-forces in addition to the services they get from national hospitals, State Engineering Corporation, etc. Therefore, we request authorities to look into the benefits of expanding these branches in an economically sustainable way to maximise benefits for the nation while ensuring a high degree of national security at all times.
Having tentacles of the national security apparatus in as many places as possible, especially in areas that are prone to violence due to past activities, benefits all. Information generated daily in services linked to the state is a good barometer of what goes underneath. This can be done without any additional investment in defence while uplifting the quality of life of the people.  
The Case for Expanding Medical, Engineering, etc., Branches of the Armed Forces from a Defence Point of View
There is no argument for the expansion of these branches in line with the military’s requirements. However, if adequately expanded, it provides the nation with unparalleled benefits. For instance, almost every year doctors and other medical staff strike work citing various clumsy reasons despite the fact that their education was entirely funded by their patients which means they have no right to stop attending to patients under any circumstances. Nation wide work stoppage by medical staff poses a grave national security concern especially when coupled with other disruptive moves. To make matters worse, they generally choose a time that is calculated to have the most adverse impact. At times, the army medical unit eases the suffering of the people. Their commitment is unmatched elsewhere. If the medical unit of the tri-forces can be expanded by many times, it provides a dependable medical service to the public at all times and critical intervention when needed. A network of army, etc. hospitals can be set up throughout the country, especially in close proximity to army, etc. camps.
Finance for these hospitals must be allocated from the health budget and not from the defence budget. Given the very high degree of discipline both financial and other, every thousand rupee channelled through these units will do more than what the general hospital system would achieve.
This is not to suggest any curtailment or restriction on national hospitals. It only means the need for greater expansion of the medical arm of defence force.
Another potentially disruptive matter is the arbitrary strike action of electricity board employees. Despite them being the highest paid employees of all public sector entities, recognizing their power to bring all economic activity to a standstill, they don’t hesitate to take drastic action. This has not only drastic economic repercussions, but also national security implications. If the army, etc. engineers are skilled in electrical engineering, and if they are sufficient in number, subversive action can be minimised almost entirely. During 1996 CEB strike that kept the entire nation in dark for 3 days coupled with water-cuts, some employees vandalised machinery and removed vital parts from equipment. There were no adequately skilled persons apart from the employees to handle the situation. Engineering corps with sufficient numbers could have filled this void. The electricity network was an attraction for both JVP and LTTE terrorists. An electrical engineering unit attached to the ministry of defence functioning alongside the electricity board will be useful to avoid any possibility of future disruptors/subversives/terrorists targeting the electricity grid.
At other times they can play a pivotal role in development work which should be financed by the respective budget allocations not from the defence budget.
These are just two examples of how beneficial it is to expand the respective units of armed forces. 
Expanding KDU is the Most Sensible Investment in Higher Education
KDU offers widely recognized university qualifications. Unlike other universities, discipline is at a very high level enabling the development of a vital aspect of professionals. This may be the reason why KDU graduates generally display more commitment than their contemporaries from other universities.
The biggest benefit of KDU is every million rupee invested in educating comes back to the nation.
Nothing is wasted as graduates are required to serve the military for a stipulated time period. It is a win-win situation for both the nation and these graduates. Sadly, the government university system is a win-lose affair. The nation always loses while graduates may win. Hundreds of millions of rupees over the years are wasted year after year in producing doctors, lawyers, engineers and other professionals of Canada, UK, Australia, etc. Worse still, some of them end up becoming major financiers of the LTTE, it’s front organisation and various anti-Sri Lankan organisations including the Transnational Government of Tamil Elam (TGTE). If the proportion of KDU graduates to all graduates can be increased, that will increase benefits for the nation in two ways – by way of a huge saving and by having more doctors, etc. in the country serving the people of this country.
Increase in the KDU intake must be funded by the higher education allocation and not from the defence budget.
KDU can be a viable ongoing institution to ensure a better quality of life for Ranaviru families. Members of Ranaviru families should be awarded preferential entry to KDU. At the moment there are schemes in place to look after education needs of young children of Ranaviru families. However, there is no scheme to look after young adults. It is crucial to look after young adults of Ranaviru families because their childhood was not the same as others. and as a result may be prone to more dangers than other young adults. They can easily get into bad company which would have a huge impact on the society.
Facilities of the KDU should be further expanded to house adult learning facilities for serving SLDF members. A large number of soldiers of the US army graduated following the end of the Second World War. This led to a huge upliftment of rural economic life of USA through these highly dedicated, disciplined, educated and skilled young men. Although Sri Lanka cannot match it, we can still maximise the skill levels of service personnel. We are talking about hundreds of thousands of dedicated men and women here.
Commercial Logistics Support
Wholly owned companies of the Ministry of Defence, Public Security; Law and Order can put management skills into good use beyond traditional military use. This is already happening in commercial security services but can expand into many other professional fields. Civil aviation, transport/travel in waterways, power and energy consulting/maintenance, leadership training, oceanic resource management, construction, urban/road development, hotel/resort/restaurant management, etc. are some lucrative industries where SLDF associated entities can do well. Economic benefits alone would be substantial. Access and presence of military personnel in a wide array of key establishments helps intelligence gathering too.
Such an expansion of military affiliated units has another hidden benefit. Unlike some other countries, there is no a large military reserve or compulsory military service in Sri Lanka. However, with a careful expansion as discussed above, all the key benefits of compulsory military service and army reserves would be achieved with no increase in the defence budget allocation. In fact it will provide huge societal benefits too. National security and every aspect of it will be taken care of. We hope defence authorities will carefully consider this request. Sri Lanka is not blessed with consecutive high performers in the high echelons of public service. However, when high performers are around, they should ensure continuity of their good work beyond their term.

Few observations:

1) Everything seems to be defense oriented. Who are we scared of? Can't we address them without being too militarized?

2) We talk about discipline which is very good. That is how we build nations. How can we expect to have discipline among civilians and forces if that is not a quality respected by out leaders?

3) It is good to talk about successes of yankees. I see lot of yankee bashing here even though some of them are closet yankee supporters, living in USA, being educated (rather qualified) in USA etc.

Moshe,

I totally agree that we need to transform and vitalize our defence education system as soon as possible. You address an interesting side of national security, i.e. power, waterways, and health. What I am mostly and immediately concerned about are the JVP type disruptions to normal day to day living and higher education. It seems that JVP, just as they used to do, agitates and disrupts the higher education system these days.


In terms of our future, we need to assess both long term and short term threats against our security. Currently I see the following elements as threats.

(1) LTTE and Eelamists.
(2) Threats from TN.
(3) Threats from powers who have ulterior motives.
(4) Future threats due to scarcity of resources like water.

If we systematically improved our defence system since independence, we could have been well prepared to meet the Eelamist threat in early 70s. Unfortunately, we only tried to bring in political solutions. Uur political leadership was not astute enough to see a strong military as an insurance in that time. I sincerely hope that GR will ready our defence apparatus to meet our future needs. However, we need to push/promote them continuously to do so.

We did the diaper solution to get rid of LTTE which grew big due to our weakness.

Any solution to reinforce the diaper and not to address the root cause will make us consume all our resources to the diaper.

Has anyone heard of the term 'diaper rash'?

We dealt against Tamil uprising and LTTE for our own selfish survival and fulfilling our ego as leaders. We let LTTE grew when we realized that was profitable. We crushed LTTE when we realized that was even more profitable.

An ordinary folk will see our victory over LTTE as an act of patriotism. If we see who benefited the most during post LTTE era, then you can have your own opinion about the heroism of our leadership.

As you can see, I never give full credit for winning the war since I include the full picture in my decision making. If you look at just the final phase, yes we won big time. Overall, it has been a loss for everyone.

The bottom line is, the fear cloud due to LTTE has been replaced by something else. We are still hungry, lacks opportunity, freedom of expression and security.

Rule of thumb: Never trust a politician of fall in love with them. They should be made to work hard to develop our nation well within one or two terms.

Your diaper analogy is irrelevant in this context. We dealt with a separatist terrorists for our nations survival as we used to do over 2,500 years. We did not have a good leadership for while who was astute enough to handle the situation. It is fantasy if you really want to have an ideal leader, that is nonsense altogether.

You certainly are entitled to your own opinion about the final phase of the war. However, it is unlikely that many would agree with you. Just living a life without fear of a bomb attack in country is a massive dividend of the victory in May 2009. Progress will come slow and steady after the war. We the people need to guide our politicians to achieve what we want.

Never live in a fantasy of ideals, specially the communist ideals. World is not perfect and try to make the very best out of what you have. That is my advice to you.

everything actually DO have a defence element. we are not used to it. we used to take things for granted until it hits the fan.

2. there is discipline among some of our leaders. MOST leaders at MOST times are disciplined.

however, lack of it among them does not mean the society should rot.

3. forgive and forget won't work when there are national security threats. we may forgive and forget but threats to NS won't follow that.

If we are disciplined the way you say we are, SF mess would never have happened. He has received a large number of votes and we are disfranchising that block. It appears we are unkind to the same and kind to the traditional enemy (comparing SF against Karuna scenario). We fear mostly SF exposing national secrets mainly on how we dealt with POWs during the final phase of the war. That happened due to lack of discipline. While I fully support the final phase of the war, what I don't agree on is how it was done with no regard to international politics. The price we pay for that lack of discipline is enormous.

I don't think SF had ambitions bigger than MR, perhaps closer to what he has. Giving him a PM position or something similar would have made him happy.

This is going to bite us really hard since that make us look so bad.

We have bended over backwards in the past to facilitate whims and fancies of the unsavory foreign powers. Most of them prove disastrous for our country. It was amply clear that the meddlers were interested in salvaging their tool of interference, LTTE, during the final phase. We are talking about a purely internal matter of Sri Lanka, not an international matter. I do not think that we can compromise our national security to facilitate international interests. Moshe, old boy, very nice write up. I totally agree with the concept of enhancing auxiliary support services of SLDF beyond current capacity. In fact we should look into small arms and ammunition manufacturing capabilities as well. Also having a compulsory 2 years military service for all students finishing school before they enter uni should be considered. This will provide us with a well trained recruiting pool to quickly ramp up forces if need arises again.

One is a former terrorist who regretted being a terrorist and sided with the SLDF and was indirectly responsible for liquidating over 15,000 LTTE wesa-ballas.

as you know over 150 NATO oil tankers were set alight in pakistan. although NATO downplays its impact, the real impact is HUGE. we have to consider terror tactics, US response, etc.

1. US dramatically increased troops recently to face the taliban challenge. more troops means more fuel, etc. needed.

Speaking to the Daily Mirror after his vehicle met with an accident in Pitakotte Ven. Maduluwawe Sobhitha thera, Chief Incumbent of Kotte Sri Nagaviharaya, stated that he suspected foul play.

The Chief Incumbent explained that a small white van had been parked outside the temple from 11 this morning and the incident was intended to delay him attending the Adhishtana Pooja at Sri Dalada Maligawa this afternoon in support of the release of former Army Commander Sarath Fonseka.

“This was most clearly an attempt to delay this afternoons proceedings. Although we saw the van parked outside the Temple, we were unsuspicious of it. But now in hindsight it is clear that the vehicle was there to cause some harm,” he said.

NEW DELHI: Cautioning about nuclear arsenal of some of India's neighbours and the cyber threats posed by their hackers, former President A P J Abdul Kalam on Wednesday asked the security leadership to develop capabilities, including strategic missiles and military satellites, by 2020.
Kalam, who is hailed as the nation's missile man, also told them to prepare a military leadership firmly rooted in integrity to keep out corruption from the defence forces and maintained that warfare was not just about fighting wars, but also enabling peace.

"All around our nation, there are nations which possess nuclear arsenal...Computers with intelligent software will fight in the place of many strategic systems. They will be more powerful -- which will travel at the speed of light -- to destroy the economic capability of countries exceeding the power of nuclear weapons," Kalam said, delivering the 15th Field Marshal K M Carriappa memorial lecture here.

"India has to focus and strengthen its capacity on four fronts. Hence we should visualise the following five scenarios in place before the year 2020. They are: Space-based surveillance and reconnaissance, intelligence, defence, weapons and strategic alliances," he said at the event organised by the Army.

However, the former President did not take the name of any nation while highlighting the challenges posed by them to India's security in the cyber and nuclear domain.
He emphasised the need for "multiple centres with anti-ballistic missile systems, aircraft surveillance with deep penetration strike capabilities...Inter-continental ballistic missiles with nuclear warheads beyond 5,000-km range, and intermediate range ballistic missiles with 5,000-km range, whose probability was in sight now."

Kalam, who was earlier the principal scientific advisor to the Central government, said India should pursue "strategic alliances" with neighbours and other critical locations, establish mutually beneficial economic cooperation and "imbibe confidence among neighbours that aligning with democratic India is (of) the paramount importance for their internal peace and prosperity."
Warning that the transformational technologies that could enhance quality of life could become "dangerous tools" in the wrong hands, he said this phenomenon was true not only for technologies, but in social networking too.

Noting that the challenge was to equip the Indian security establishment to combat the fast-paced technology- driven warfare, Kalam said the whole war environment would be network centric and could be electronically controlled, combined with space,deep sea and ballistic missile encounters.
"The winner of future warfare will be the armed force which can visualise the strength of the enemy, not based on previous wars but based on the current capabilities, and technological advancements in the global scenario," he said.

"Our officers serving in the armed forces will have to get trained in virtual reality based simulated war fronts of all the terrains and all extreme conditions of warfare.
"Walk through during a space, chemical, nuclear and electronic encounters or attacks need to be visualised and proper counter measures, with decision making process, need to be propounded," he added.

Pointing out that future soldiers would be knowledge workers, Kalam said, "the future battlefield would require a synergised team work with joint services operation and use of land, aerospace and ocean as important war theatres."
Advocating the need for leveraging India's cyber knowledge base, the former President said in the electronically linked world, nations were increasingly linked economically and during war, destruction would be more severe and fatal if the economy collapsed.

"Cyber technology is the tool for such type of war. The future war that is powered by cyber war can create destruction effortlessly at the speed of light. The ICBMs and nuclear weapons will be becoming insignificant in the cyber warfare environment," he added.

He called for training of the country's work force, be it armed forces personnel, lawyers, police, judges, and others, on the possibilities of technology-centric crimes and war, warning that "in the absence of such awareness programme, a country can be defeated even without a missile or aircraft attack just through intelligent cyber war."

Without directly mentioning the Mumbai terror attacks of November 2008, Kalam said the nation had witnessed how terrorist operations were commanded and controlled using mobile communication devices in the midst of people, armed forces and paramilitary forces.
"In modern day, fight against terrorism (includes) blocking these communication devices using local high powered jammers. In such missions, one of the important strategic needs is fast and secure encryption and decryption. It is an essential tool towards preventing terrorists from achieving coordinated attacks," he added.

I'm assuming you are asking why I am in this blog..Simple, I believe a strong defence force is essential for longevity of Buddhism on the island..Countries where Buddhism was practised in the ultra pacifist form (Pakistan, Afganistan, Indonesia etc..) they were wiped out by invading forces..But in Sri Lanka it remained safe as Sinhalese were prepared to vigorously defend it through armed force when necessary..
Even in Sri Lanka during times of peace the army was disbanded, leaving the door open for a new band of invaders to plunder our prosperity..
Therefore whilst chasing economic development, it is important that we have the means to defend that wealth without being at the mercy of others..

I found it very intersting how he related British EU Commissioner trying to dictate to people of Sri Lanka whom to elect and not to elect in free and fair elections.

British EU Commissioner a couple of years back had lectured a member of the Sri Lankan Cabinet on the folly of this country in not retaining Mr Wickremesinghe as Prime Minister. Democracy obviously was not important to this character – and his subsequent writings have confirmed this view – in comparison with having someone who spoke the same language, of elitist occidental self-interest.

What right does this Pommie bastard have to tell us what we can do in our country. When there is family rule in UK labor party with two bothers running for the leader of the party did we lecture these bums? Simple example..When the muslim invaders came to Nalanda, there were supposed 10,000+ monks there. Yet they were slaughtered by 600 cavalrymen..How come? When the Muslims approached the Monks started doing the Marananussathi Bhavanawa? Had they even bothered to use knives in the food preparation halls and their begging bowls as a shield, the demographics of South Asia today would be much different..

If Sinhalese Buddhists followed the example of the Nalanda monks, we'd all be catholics speaking a hybrid language of Tamil and Portuguese..

Yes, this appears to have been a ruse. Its purpose appears to have been two-fold:

1) To let SLN be demoralized and give up the vigilance for the Fat Pig - so that when the Fat Pig was finally into the escape maneuver, SLN will not catch him (likely).

POINT A

1. a group of sinhalas (almost all of them buddhists) launched 2 bloody insurgencies against the state in 1971 and 1989

2. a group of christians attempted a coup against the state in 1962

3. a group of tamils (both hindu and christian) lauched a barbaric assualt on the nation from 1975-2009.

4. SL muslims didn't (so far) engage in such large scale violence/attempted violence.

POINT B

1. when 1 above happened, tehre was no mechanism within the relevant community to arrest the situ ahead in time.

2. when 2 above happened, tehre was no mechanism within the relevant community to arrest the situ ahead in time.

3. when 3 above happened, tehre was not only a lack of a mechanism within the relevant community to arrest the situ ahead in time, but also it actively ignored telling the LTTE to stop and some even encouraged it!!!

his surname is Wanniarachchi which means the "arachchi" of wanni. arachchis being the authorised rulers of local areas, his surname is living proof that sinhalese were ruling over wanni - even in local government areas. of course wanni was under the sinhale kingdom (kandyan kingdom).

so if TEs lay claims to wanni, we tell them to f*** off to tamil madu.

"Jerusalem (CNN) -- The Israeli Cabinet has approved an amendment to a citizenship law that requires new citizens to declare their loyalty to a "Jewish and democratic state," the prime minister's office said Sunday.

A statement from Prime Minister Benjamin Netanyahu's office confirmed vote, saying 22 ministers voted for the change and eight voted against it.

Now that the proposal has passed the Cabinet, it will be taken up by Israel's parliament, the Knesset, for passage into law.

Before his government's weekly Cabinet meeting, Netanyahu made a forceful plea Sunday for changing the nation's Citizenship Law. He challenged criticism that the revision is undemocratic and could harm relations with the minority Arab population.

Netanyahu cited the nation's Declaration of Independence, which says Israel is both the "national state of the Jewish people" and a democratic state "in which all its citizens -- Jewish and non-Jewish -- enjoy fully equal rights."

"Democracy is the soul of Israel and we cannot do without it," Netanyahu said, according to a statement from his media adviser.

He noted that Israel was the only democracy in the Middle East, and that "there is no other Jewish state in the world."

Ancient Romans established Pax Romana, the Roman peace, by annihilating their enemy without mercy. They slaughtered most of the enemy on the battlefield and took the rest as prisoners of war to be paraded through the city of Rome in a big victory parade. The war prisoners were usually strangled after the parade in dark underground passages at the base of Capitoline Hill, ironically now located below the church of San Giuseppe dei Faleginami.

It was an awesome show considering the Kenyan was given 1:4 (betting) odds to win the game..With the Indian boxer who was odds on favorite to win gold knocked out, it's hard to predict the top 3..

I feel Sri Lanka should withdraw its bid for the 2018 Commonwealth Games..

1. There are so many risks of things going horribly wrong..The TE elements could easily use this to embarass SL, which the media of the Western commonwealth nations will multiply multiplefold

2. After all the criticism they got India will not let our games outshine theres..The potential troublemakers will get Indian support.

3. 2018 is only 8 years away. Though I envision our economy to be significantly improved by then, I still think it will add an unnecessary burden to our emerging economy..

4. In 2010 we will end up with only 3 medals (possibly 4 if Wijekoon runs his heart out in the 1500m tomorrow)..If we are hosting the games, we should try and make it into the Top 5 in the medals table..We do not have the means to train our athletes to that level atm

I say we should try host the 2018 Asian games first (with much friendlier nations participating) and based on the success of that make a bid for the 2026 Commonwealth games..

(October 10, Colombo, Sri Lanka Guardian) Large influx of Diaspora Tamils post defeat of the LTTE is contributing towards tourism boom in Sri Lanka.

The Diaspora Tamils are visiting Sri Lanka for various reasons. Some are visiting to see their kith and kin and some to deal with their property matters.

The Hindu temples festival season also has attracted large numbers of Tamils to the north. The infamous Nallur annual festival has attracted thousands who were longing to attend the festival since they departed from the island some years ago.

The influx is similar to the one post the peace agreement with the LTTE in 2002.

Many of those visiting the north also have undertaken tours in the south.

The views of those returned are mixed. Some are aghast, and said ‘nothing like the mother land!’ Some had undergone bad experience with the paramilitary groups and some Sinhala tourist from the south. Everyone says army is everywhere with the guns. So far there is some semblance of normalcy, but they are worried of the guns of the army if there is a violent act by disgruntled chaps.

A mother who went to Jaffna with her two sons who were born in the UK told, her experience in some instances was worrying. When she went to the Maviddapuram temple, she feared something may happen to her sons. The army standing outside the temple and those inside gave strange looks at my sons. ‘Of course my children were dressed strangely with their hair westernised with studs in the ears. She quickly left the temple. She also had gone to Keerimalai and was upset that road names and direction in the area were only in Tamil. She had experienced a rowdy scene with the Sinalsese visitors.

Another coupe who went to Jaffna after nineteen years to see their parents encountered a nasty experience when balaclava wearing paramilitary group men entered their parent’s house, threatened and intimidated the occupiers to handover a youngster who was not living there. When the men realised they had come to the wrong house they apologised and went to the neighbour’s house, where they had snatched a youngster and hand taken him away in a motor bike. The couple since leaving Sri Lanka seems traumatised and said ‘We will never or ever would go back to Sri Lanka’.

If Guadian said otherwise, focusing on the Tamils who had good experience, it will be a very boring blog that no one will pass around to get hits.

When LTTE abducted own Tamil children, Tamils never made headlines on that.

It is pathetic this government has done enough sins to attract negative publicity to overshadow the good things it does.
