WIKILEAKS NOW GIVES CREDENCE TO WHAT WE ALWAYS BELIEVED: NORWEGIANS' PRO-LTTE STANCE AND THEIR ATTEMPT TO BIFURCATE SRI LANKA!

REVELATION KEY POINTS TO PONDER OVER:

1)      As the US mission in Colombo rightly said about CBK, She has a propensity for making huge issues of matters and then dropping them,” that is exactly what she did.  Later she would not only be extra-curteous to Eric Soleheim, but also went onto try and make LTTE an equal partner in the P-TOMS Tsunami reconstruction program – that would have enabled the LTTE to have access to over $2billion funds that it was eargerly waiting to convert for military purposes (fortunately for then Wimal Weerawansa JVP’s challenge in SC, it never came to be!)

2)     Shows how callous the RW UNF GOSL of the day was about Sri Lanka’s National Security.   Shows how RW’s “peace at any cost” was at play – which later resulted in dire consequences when our Ranaviru’s sacrifced their lives by the multi-thousands when trying to recapture the areas that LTTE had militarily built up – thanks to RW’s CFA and his mindboggling obsession with “peace at any cost.”

3)     Shows the callousness in which Norway appears to have treated this serious infraction by the SLMM.  Shows why we cannot trust them and particularly Eric Soleheim (who was the unofficial CEO over the SLMM).   It is unbelievable that today MR GOSL is once again willing to receive Eric Soleheim in Sri Lanka as a duly honored, “foreign dignitary!”

but it is not clear how far she wants to push matter

1. (C) SUMMARY: President Kumaratunga has requested that Norway remove the Sri Lanka Monitoring Mission (SLMM) chief. In making this demand, the president complained that the SLMM had lost "objectivity." While the GoN reviews next steps, the SLMM is continuing its operations. The GSL is balking at removing the SLMM chief and we are not sure how far Kumaratunga wants to push the matter. END SUMMARY.

2. (SBU) PRESIDENT LASHES OUT: President Kumaratunga has requested that Norway remove Sri Lanka Monitoring Mission (SLMM) chief Tryggve Teleffsen. The president made this demand in a letter
that was sent to the Norwegian government. The full text of the letter was not made public, but some of its contents have been leaked to the press. In making her demand, the president was cited as having "serious doubts" about Teleffsen´s and his organization´s impartiality and objectivity. The president went on to assert that the continuation of the ceasefire "within acceptable levels of national security requires
effective, objective and impartial monitoring of the truce," but that Teleffsen´s conduct, when compared to his predecessor, had been "quite unsatisfactory." Teleffsen, a retired Norwegian major general, took over as chief monitor in March, replacing Trond Furuhovde, another former Norwegian military official.

3. (C) In her letter, the president also specifically complained that the SLMM had recently acted to prevent the navy from intercepting a reported Tiger arms resupply ship operating off the northeast coast (see Ref C). The president directly accused the SLMM of either deliberately trying to tip off the Tigers via a phone call so that their boat could escape, or acting in a highly negligent manner. Per Ref C, Mission was
told by the Defense Minister that the SLMM´s actions in this matter were inadvertent (see more below).

4. (C) GSL/NORWEGIAN RESPONSE:  The Sri Lankan government is balking at supporting the president´s demand. Locked in a tense cohabitation situation with the president and her party, unnamed members of the United National Party (UNP) governing coalition have been quoted in the press as warning the president that her efforts to remove Tellefsen are putting the peace process at risk.

5. (C) Mission´s understanding is that the Norwegian government is reviewing next steps, and has not yet responded to the president´s letter. Charge´ called Norwegian Ambassador Hans Brattskar early October 24. Brattskar would not comment on the phone, but invited Charge over to discuss the matter later in the day. Timo Ekdahl, the SLMM´s acting spokesperson and chief of operations, told polchief that the SLMM was waiting for the Norwegian government to decide what to do in response to the president´s demand. As far as the SLMM was concerned, he added, it was "business as usual," however, with no changes in personnel for the group or adjustment in its operations at this time.

6. (C) CONVERSATION WITH TELLEFSEN: At a recent function, the Ambassador briefly spoke to Tellefsen about the October 16 incident off the northeast coast. (The conversation took place before the demand for his ouster). Confirming what we were told by the Defense Minister (see Ref C), Tellefsen admitted that his office had made a mistake by contacting the Tigers and asking them about the report that one of their ships was operating off the northeast coast. There was no intention to tip off the Tigers, he underscored. That said, Tellefsen said the matter had been badly handled and that the SLMM duty officer had failed to brief him on the matter in time.

7. (C) COMMENT: We are not sure how far President Kumaratunga wants to push this matter. She has a propensity for making huge issues of matters and then dropping them. Given her track record, it is very possible that she is simply trying to score points with her political base, which is significantly more skeptical toward the peace process than the general public (and happens to be gathering today in Colombo for a big rally). If the president presses this matter, it will become
a real cohabitation donnybrook, however, with the president pitted against the prime minister over which of them has power over foreign policy. The president legally does, but the prime minister has effective day-to-day control and would be loath to give into her on this issue. At the same time, disruptions in the SLMM´s operations would be highly problematic for the ceasefire and the larger peace process, especially in light of the likely delivery of the LTTE counterproposals in a week or so. There is no doubt that it would be best for all concerned if the president backs down and soon. END COMMENT.

What's noteworthy about this Wikileak is that even the US mission in SL does not appear to buy into the view that the SLMM (and thereby the Norwegians) are totally innocent about SLMM tipping off the LTTE that Sri Lanka Navy was about to apprehend one of their arms smuggling ships!

Nowhere in the cable does it say something like "although, we tend to agree with the SLMM's view that this was totally inadvertent and it was not SLMM's intention to help LTTE" !!!

The bottom line as far as I can see - the laws in sri lanka are weak when it comes to prosecuting sri lankans who are guilty of treason.

the laws must be updated with new conditions to suit today's world and not the world of 50 or 100 years ago - especially in light of the continuing LTTE threat to sl - and anyone who is guilty must have the maximum punishment of DEATH BY HANGING OR FIRING SQUAD.

what this wikileaks leak says is just the tip of the iceberg.

there are articles recently in lankaweb and discussions on this. one comment says about increasing norwegian weapons exports during CFA time.

it also mentions that norwegian law bans exporting weapons to countries with a civil war. that means norway can export weapons to "peaceful" countries.

so by making sri lanka and LTTE "peaceful", norway could export weapons!!!

let me dig a bit into this and see if i can find any trace of norway weapons to LTTE.

22 llegal TV stations raided in Sri Lanka

ColomboPage News Desk, Sri Lanka.

Jan 09, Colombo: Sri Lanka's telecommunication authority, Telecommunications Regulatory Commission (TRC), with the assistance of police has raided 22 illegally operating TV stations in the country within the past few months, a Defence Ministry report said.

The report quoting the Director General of TRC Anusha Pelpita said 19 of those illegal operations were found in Jaffna and the others were in the southern part of the country.

Pelpita has said that when the authorities raided the establishments the operators have immediately claimed that they are substations of registered TV companies in the country.

Some of the operations have been given time to prove their claims and provide documentation of the ownership by the leading companies, Director General has said.

"When the officials stormed these illegal entities they immediately claimed that these are sub stations owned by leading companies in the country and that prevents us from taking further action," Pelpita was quoted.

"But now we have decided to call for documentary proof to substantiate their claims. If these stations have actually been acquired by these companies, there has to be some form of documentation," he has said.

The TRC will take legal action against those stations if they cannot prove their claims, the official has said.

According to the Director General, the CID is also conducting investigations on these illegal stations.

if a few TNA voters are going to die, so be it.

(CNN) -- China took its latest powerful toy, a new stealth fighter jet, out for its first test spin Tuesday, leading U.S. Defense Secretary Robert Gates to wonder whether the flight was scheduled to coincide with his visit.

"I asked President Hu (Jintao) about it directly," Gates said at a briefing with reporters in Beijing. "And he said that the test had absolutely nothing to do with my visit and had been a pre-planned test. And that's where we left it."

Images and videos of China's latest generation fighter, being called the J-20, hit the web in a frenzy of excitement in late December. Onlookers outside the airfield base have been allowed to use cell phones to snap pictures and record low resolution video, a decision that many experts point to as a move by China to pump its chest in advance of Gates' trip to China and Hu's visit to the United States next week.

Tuesday's test flight appeared to be no different in regard to the viral marketing. Videos and pictures have hit the web, some showing crowds of people lined up alongside the airfield gate in southern China, cheering and jumping up and down as the fighter lands.

Gates however, who made the trip to discuss military relations between the United States and China, said he believes the Chinese president's assurance that the test flight had been previously planned.

"I take President Hu at his word that ... the test had nothing to do with my visit," Gates said.

One China watcher is skeptical.

"It was planned this way, a classic exercise in power projection," said China military scholar Richard Fisher. "They want President Obama and the new Congress to view Hu Jintao, who visits next week, as the leader of the next military superpower, whose demands must be accommodated."

Analysts believe the J-20 stealth fighter will have the radar-evading capability of fifth-generation fighters produced by the United States, like the F-22 and F-35. And while the jet isn't supposed to be operational until at least 2017, Fisher said that after Tuesday's test flight, China has the potential to deploy the fighter at an earlier date using a less-powerful engine than the one currently in development.

Gates conceded that fact on his flight over to China last weekend.

"I think that what we've seen is that they may be somewhat further ahead in the development of that aircraft than our intelligence had earlier predicted," Gates said. Still, Gates downplayed the technical advancements in the plane, questioning how "stealthy," or radar evading, it actually is.

In 2009, Gates said that no nation comes close to the United States' air power, and he expected the Chinese to have only "a handful" of fighters that could challenge the U.S. advanced fleets by 2025.

Despite Tuesday's air show by the Chinese, Gates said he would not revise that assessment and added that another Asian power, Japan, is considering purchasing its next generation of fighter aircraft.

"And I might have a few suggestions for them," Gates said.

Solheim not invited to SL

Neither he nor anyone else in his government had invited controversial Norwegian politician and former special peace envoy Eric Solheim to visit Sri Lanka, President Mahinda Rajapaksa yesterday told the media at Temple Trees. He was answering a question whether he had invited Solheim whom he had been very critical of during the war.

However, the President said, he had no objections to Solheim visiting Sri Lanka. "Let him come here and see the difference for himself," he said.

Asked to comment on reports that Solheim had offered to coach him on peacemaking a few years ago, the President said he did not need anyone’s lessons on peace.

They perceive them as armed colonies of the Sri Lankan state, demonstrating a new model in the extermination of an unarmed and unguarded nation. State sovereignty to have military establishments in its territory is effectively misused by the Sri Lankan state.

In such a scenario, Eezham Tamil circles are disappointed at the outlook of some Western diplomats, who tell them to desist from talking of genocide and ask them for evidence on colonisation.

This is not an utterance against MR or his Government but it is the manifestation of contempt these politicians have about people. In these politicians’ minds people are super fools. To gain government only Opposition has to do is to play on their gullibility, hopelessness and despair and fool them more.
These politicians take people to be super dumb and of having half celled brains. Maybe a tiny fraction of people can be described as such. Nevertheless, utterances of this kind will not get their way in peoples’ minds. Instead these politicians will go lower and lower in people acceptance unless MR and his Government act, behave and talk much stupider than these bankrupt, spineless, corrupted, traitor and utterly despicable politicians.

For the delight of our enemies, the job of getting the Government down is being slowly accomplished not by these Opposition politicians but by some Government Ministers such as Mervin.

The foregoing paragraph is an extract from a diplomatic cable the US Embassy in Colombo dispatched to State Department in Nov. 2003, one day after the so-called Oslo Confab. (We have been reproducing Wikileaks revelations to the point of being accused of deriving shadenfreude but, in fact, it is with fardo that we do so.)



The aforesaid comment by US diplomat Lewis Amselem is of import and, in our book, deserves a reply in that it demonstrates not only his naiveté about Sri Lanka's war and allied issues but also his antipathy towards dissenters who are promptly stereotyped, labelled and demonised by the western governments. Amselem has seen red because The Island was not dancing in the isles after the Oslo peace concert!



He says most editorials on that particular day portrayed the Oslo meeting as a key boost for the peace process. True, we differed. For, we knew in trying to make peace with the Tigers, the UNF government had the same chance as a cat in hell, given the LTTE's intransigence, the partiality of the Co-Chairs and truce monitors to the outfit and their hidden agendas. The 'peace process' was a Trojan horse, which would have landed Sri Lanka in the same predicament as Sudan, which is now about to be divided, if it had not been discarded.



There was no peace process to begin with. There was only a 'peace farce'.



That the LTTE was not for peace was patently clear. At his 'international' media conference in Kilinochchi in 2002, Prabhakaran minced no words when he said, in answer to a question, that his order to his cadres to shoot him dead if he settled for anything less than Eelam was still valid! True to his word, he did not give up forcible recruitment, mostly of children, and continued to smuggle in arms shipments while talking peace. Most of all, he was making preparations for launching attacks on the Trincomalee harbour and the Palali airstrip simultaneously so as to cut off military supplies, trap the troops in the North and to force the government to concede defeat. "War is the continuation of politics by other means," Clausewitz famously said. For Prabhakaran the peace process became the continuation of war by other means!



Yes, while most other newspapers portrayed the Oslo meeting as a boost for the 'peace process', we had the courage––like that little boy who bluntly told the emperor parading the streets in his 'new clothes' that he was stark naked––to call 'the peace process' a farce. As we predicted, the LTTE unilaterally pulled out of 'peace talks' three months after the Oslo Confab.

The cost of living is a serious problem and it has no quick solutions apart from dismantling economic (rice, vegetable and fish) mafia etc. Some actions have been taken with regard to this, but there is another side to this military involvement also. Other aspects of cost of living needs long time planning.

Military involvement in dismantling vegetable mafia may be a novel and innovative idea but also it carries the risk of overly militarizing the civil society. This can give some ideas to elements like SF in the military. There needs to be extreme care and precaution when the military is utilized in civil work. Other than these few rogue elements, behavior of our military is exemplary and praiseworthy.


Specially with this weather it is inevitable that prices will shoot up for months to come. For instance some years ago, because of a flood, in Australia banana prices went up by 20 times (from $1 to $20).

My dissention is that only a few ministers actually do work and corruption seems to be rampant (not that this is a new situation and is different from old times) but the Government should act quickly to root out corruption from the society. There are some good deeds. Examples: Port Auction Mafia has been dismantled and the infamous Brothel has been closed.
These kind of actions must be taken against Ministers too. When this happens, people will be patient until the peace dividends find their way into peoples’ day to day lives. It is still a too short time for the economic peace dividends to be visible for people but peace dividends must be visible for the people in other areas such as rooting out corruption and law and order taking a firm stand in the society.

This is a weak Government as MR himself has lamented that even though he had 2/3 power he could not reduce the number of ministers.
The first priority is to handle this weakness of power by trusting people and empowering them. It needs some risks to be taken.

Relying on Ministers will alienate the People. Relying on People will make Ministers fall into life. I do not see this is happening.

I think for the most part, MR has the required cunningness, sincerity and the right attitudes though I cannot swear on it. Yet I can definitely swear that major part of the problem is the Media and the Opposition. The Media (in general, apart from a few exceptions) and the Opposition (almost without an exception-See how Karu Jayasuriya works) has totally abandoned their role in democracy.

China flexes weapons muscles

It's a stealth fighter. It's a carrier missile killer. It's looking like very exciting times for the People's Liberation Army (PLA) of China.

Two news breaks in recent weeks suggest that the world's largest standing army is seemingly fast taking on a spectacular modern sheen.

The J-20 stealth jet took its first test flight on Tuesday, the crown jewel in the Chinese air force's Jian-series of fighters. It would not reassure China's neighbours or United States defence secretary Robert Gates, who was on a fence-mending trip to China during the test, that 'Jian' means 'annihilate' in Chinese.

But it would be a good idea to not get too excited - yet. The weapons are still a long way from being ready and no one, not even the Chinese, really knows how good they will be.

Take the anti-ship ballistic missile (ASBM), for example. While Admiral Robert Willard, the head of US Pacific Command, said last month that the Dong Feng 21D (DF-21D) has acquired an 'initial operational capability', many hurdles remain.

For one thing, the missile cannot be deployed on its own. It needs to be integrated with China's command, control and reconnaissance systems - and that is a complex endeavour that could take years. And even when that is done, a big question mark remains over its viability.

"It is difficult to target an aircraft carrier even when stationary. Relying on the ASBM's onboard sensors to acquire a target may not be sufficient," wrote military analyst June Teufel Dreyer in a forthcoming paper.

"Employing another scout platform, such as a helicopter or a small submarine, to illuminate the target with a laser could increase the ASBM's accuracy, but it is unlikely that the scout could enter the carrier battle group's visual range without being detected.

"If the carrier is moving, the difficulty of the task is compounded, particularly if the carrier takes evasive manoeuvres such as zig-zags."

The J-20 also faces roadblocks. Again, it is one thing to develop a fighter jet, quite another to integrate it into a combat environment. It is believed that the stealth fighter will need another decade before it can be in service.

Critically, China does not yet have any experience in using these weapons in combat, unlike the US, which has had plenty of opportunities to do so.

Professor Shi Yinhong, director of the Centre on American Studies at Renmin University, said as much. "Since 1980, not a single PLA soldier, not a single PLA weapon has been battle-tested," he said. "We all have to calm down and realise that these weapons are still a long way from being ready."

The last war the PLA fought was a month-long battle with Viet Nam in 1979, a fight that historians generally believe showed the Chinese coming off looking the worse for wear.

Yet, that does not mean that the J-20, the DF-21D and the aircraft carrier which China could unveil later this year, count for little. The recent revelations have confounded many experts, who admit to having been surprised by Beijing's quick military development.

Vice-Admiral Jack Dorsett, the head of US Navy intelligence, said last week that the Pentagon made the same mistake.

"We've been on the mark on an awful lot of our assessments but there has been a handful of things we have underestimated," he said, referring to the DF-21D.

Gates also said on Sunday that the US will enhance its own capabilities in response to China's modernisation, eyeing a new generation of long-range nuclear bombers, new electronic jammers and radar, and new satellite launch technology.

Finally, it is important to evaluate the new weapons according to China's objectives. Unlike the US, Beijing does not seek to be the global policeman.

It wants to have enough strength for an edge over Taiwan - its No. 1 security concern - to defend its maritime borders and perhaps have enough sway in the event of war on the Korean peninsula. China may also find a need to project its power a little farther afield into the South China Sea and other vital sea lanes.

Its concerns are still largely to prevent being hit rather than to attack others. Its military interests are thus limited to the region and are largely defensive and not offensive in nature.

In this context, its new weapons would be highly useful as a deterrence - especially against the US in the event of a cross-strait crisis. Washington may not be convinced of the effectiveness of the DF-21D, but it will certainly think twice before sending aircraft carriers into waters close to China. And this is exactly what Beijing hopes for - an anti-access defence strategy.


As military analyst Wang Xiangsui of the Beijing University of Aeronautics and Astronautics put it: "They have no idea what the missile is capable of. But if they don't believe it, they can always try it."

In the last few days, India has dispatched roughly 60,000 troops to its border with China, the scene of enduring territorial disputes between the two countries.
J.J. Singh, the Indian governor of the controversial area, said the move was intended to “meet future security challenges” from China. Meanwhile, Indian Prime Minister Manmohan Singh claimed, despite cooperative India-China relations, his government would make no concessions to China on territorial disputes.

The tough posture Singh’s new government has taken may win some applause among India’s domestic nationalists. But it is dangerous if it is based on a false anticipation that China will cave in.

India has long held contradictory views on China. Another big Asian country, India is frustrated that China’s rise has captured much of the world’s attention. Proud of its “advanced political system,” India feels superior to China. However, it faces a disappointing domestic situation which is unstable compared with China’s.
India likes to brag about its sustainable development, but worries that it is being left behind by China. China is seen in India as both a potential threat and a competitor to surpass.
But India can’t actually compete with China in a number of areas, like international influence, overall national power and economic scale. India apparently has not yet realized this.

Indian politicians these days seem to think their country would be doing China a huge favor simply by not joining the “ring around China” established by the US and Japan.

India’s growing power would have a significant impact on the balance of this equation, which has led India to think that fear and gratitude for its restraint will cause China to defer to it on territorial disputes.

But this is wishful thinking, as China won’t make any compromises in its border disputes with India. And while China wishes to coexist peacefully with India, this desire isn’t born out of fear.

India’s current course can only lead to a rivalry between the two countries. India needs
to consider whether or not it can afford the consequences of a potential confrontation with China. It should also be asking itself why it hasn’t forged the stable and friendly relationship with China that China enjoys with many of India’s neighbors, like Pakistan, Nepal and Sri Lanka.



Any aggressive moves will certainly not aid the development of good relations with China. India should examine its attitude and preconceptions; it will need to adjust if it hopes to cooperate with China and achieve a mutually beneficial outcome.

Meanwhile, Sri Lankan President Mahinda Rajapaksa, who has faced embarrassment in the international arena over the war crimes allegations and the alleged malfunction of his Government over the matter, is reportedly trying to win hearts of the country's Tamil minorities affected by recent flooding, by undertaking reconciliation measures for their safety.

"The relief operations are going ahead and I have told the officials to ensure that there are no delays in distributing aid," the Christian Science Monitor quoted Rajapaksa, as saying on Friday.

As of now, flooding in Sri Lanka has reportedly affected over a million people, many of them minority Tamils whose community recently lost a decades-long separatist fight.

The paper quoted the Ministry of Disaster Management as saying that 27 people have been killed, and nearly 20,000 homes have been damaged or destroyed so far.

Meanwhile, the Sri Lankan military that has been carrying out rescue operations, has claimed that it has rescued over 450 civilians as of Thursday. It also said that troops are distributing food and building temporary shelters for over 350,000 displaced people.

In May 2009, Sri Lanka on Monday formally announced the end of war against the Liberation Tigers of Tamil Eelam after chief V Prabhakaran was shot dead while trying to flee in an ambulance from the war zone in the northern part of the country."

Protesters held Israeli and Palestinian flags and banners with messages that read: "Let's protect democracy so that it can protect us"; "Democracy cannot be built on racist laws" and "Mad right: a danger for Israel."

On January 5, MPs voted to form a parliamentary inquiry to investigate the funding of rights groups allegedly helping to build war crimes cases abroad against Israeli military personnel.

The parliamentary probe focuses on Breaking the Silence, a group of army veterans who bear witness to abuses they have seen or taken part in during their military service in the occupied Palestinian territories.

At face value this might seem a concern but this "diaspora economy" is not without constraints/encumbrances as each of its parts operates within the larger economy of the host nation and what can be siphoned-off/skimmed from this "diaspora economy" (i.e. the "disposable" element) to devote to a specific venture, such as to corrupt/subjugate SL economy, in my view, should be only a small percentage (not sure what it might be).

However, your point is still valid and it is something GOSL must be cognizant of, and act swiftly to contain at the first red-flag popping up.

(I believe anti-terrorism provisions in our criminal code already provides for seizure/expropriation/confiscation of assets of the guilty; I am going to appeal that "sedition" "treason" and specifically "advocating, promoting separatism directly or indirectly" be added to it).

This is exactly what happened during RW's UNF "peace at any cost" lunacy from December 2001 to April 2004.

In that period, it was common to see all kinds of anti-SL, pro-LTTE NGOs receiving all kinds of funds/facilities from the GOSL to promote their agenda both at home and abroad.

Here's my own experience...

I was in Colombo in 2003 and was shell-shocked when I came across a "peace" exhibition in Colombo run by a couple of well known pro-LTTE pro-separatist NGOs, including the TRO.

Well, this itself was not what shell-shocked me (as everyone knew of RW's "peace" mania)...

but the fact that this exhibition was primarily of art work from grade students (with hundreds of students also at the venue) in the LTTE occupied NE and the pictures/drawings depicted the "horrors" of war as being perpetrated by the GOSL Tri-Forces on the civilians of that area (with many gruesome drawings showing SLAF bombings of schools, SLA tanks firing on school walking kids, lethally armed SLA soldiers advancing on hapless civilians who were hiding in fear, etc.) AND the whole exhibition was being structured (with hardware/props/lighting/etc.) and maintained by the SLA!!!

Actually, what drew me to the venue was seeing many SLA army trucks/vehicles and soldiers working on, with loud speakers inviting people in, what I thought was a SLA-promotion/pro-SL project!!!

Imagine my HORROR!!!

Yes, that's what happened during RW-UNF period!!! RW's Tilak Marapana/Austin Fernando had asked all Tri-Forces heads to provide "all and necessary" help to these pro-LTTE, pro-separatist NGOs!!!

In my view, these are the REAL LESSONS to be learned for the future - that RW and his traitors will NOT come to power EVER AGAIN!

Strongly rejecting Indian accusations of an unprovoked attack on an Indian fishing trawler last Wednesday, Sri Lankan officials said the attack could have been carried out by a still unidentified gang, though Tamil Nadu politicians and a section of the Indian press conveniently blamed the Sri Lanka Navy. They said the Indians had leveled a similar allegation following the massacre of five Indian fishermen in Indian territorial waters off Kanyakumari on March 29, 2007. A thorough inquiry should be conducted by India to identify those responsible for the attack they said, pointing out that an investigation into the Kanyakumari massacre had cleared the SLN and revealed LTTE involvement.



That inquiry also revealed the possible involvement of some Indians colluding with those LTTE operatives responsible for the massacre, they said. It revealed that the LTTE gang had been engaged in transferring arms, ammunition and equipment from an LTTE ship anchored on the high seas. The Kanyakumari massacre took place in the backdrop of the disappearance of a large Indian fishing trawler, Sri Krishna, along with 12 Indian fishermen. Tamil Nadu blamed the SLN for the disappearance.



But the chance detection of an LTTE group in Indian waters on April 11, 2007 revealed the LTTE involvement in the March 2007 incidents.



Based on information elicited from six Sea Tigers apprehended by the Indian Coast Guard, the ‘Q’ branch of the Indian Criminal Investigation Department blamed the LTTE for the Kanyakumari massacre, seizure of the trawler and the abduction of 12 fishermen -10 from Kanyakumari and one each from Tuticorin and Kerala.



Under interrogation, those arrested in April 2007 said that the Indians were held in the LTTE—controlled Vanni. Interestingly, the LTTE group had been in two fishing craft with some of their Indian associates.



In May 2007, the Maldivian Coast Guard intercepted and sank Sri Krishna in Maldivian territorial waters. The then Navy Chief Vice Admiral Wasantha Karannagoda told The Sunday Island at that time, that those who had accused his officers and men of attacks on Tamil Nadu fishermen remained silent when the Maldivians struck.



The Maldivian Coast Guard rescued several LTTE cadres along with the abducted Indian captain of Sri Krishna. Karannagoda said that the Maldivians had promptly allowed the SLN Intelligence to question the rescued Tigers who revealed LTTE arms smuggling operations.



The then SLN spokesman Captain D.K.P.Dassanayake told The Sunday Island that had the Indian Coast Guard not made that chance detection, Sri Lanka would have been held responsible for the attacks.



It was Dassanayake, who first told The Sunday Island at that time of the LTTE carrying out the Kanyakumari massacre to shield its arms smuggling operations and commandeering the Sri Krishna to transfer weapons.



After the sinking the trawler, the LTTE, which then controlled a large section of the Mannar coast had moved the 11 remaining crewmen of the Sri Krishna across the sea to Tamil Nadu where they met the Chief Minister.



Soon after the Maldivians had confronted Sri Krishna, the LTTE through the Norwegian embassy in Colombo contacted the Maldivian embassy in a bid to save the boat.



In spite of revelation of the LTTE involvement in March incidents, India overlooked this factor when the issue was raised in the Indian parliament reiterating



that the SLN continued to attack Tamil Nadu fishermen in the Palk Bay and Gulf of Mannar.

India’s Press Information Bureau released Antony’s statement headlined ‘Attack on Tamil Nadu fishermen by Sri Lanka Navy’ which detailed action taken by the Indian Navy and Coast Guard to protect the Tamil Nadu fishermen.



Antony accused the SLN of killing 77 Tamil Nadu fishermen during the period from 1991 to mid April 2007 saying they strongly took up the issue with Sri Lanka and stressed the need to act with restraint.



Sri Lankan sources said that there was a need to conduct a comprehensive inquiry to track down those responsible for the latest incident. They emphasized that SLN patrols would never cross the Indo-Lanka maritime boundary and this was something the Indian Navy and their Coast Guard could easily check.



Even during the war, in spite compelling evidence of a small section of the TN fishing community working with the LTTE either under duress or for financial gain, the SLN acted with maximum restraint, sources said.



In fact, five Tamil Nadu fishermen who had been arrested in Sri Lankan waters while transporting over 60,000 Indian manufactured electrical detonators to the LTTE in January 2006 were taken into custody. Subsequent inquiries revealed that one of the Indians had been arrested by the SLN previously while transporting 500 kgs of gelignite.



Sri Lanka officially brought to India’s notice LTTE attacks on Tamil Nadu fishermen after an SLN sea patrol rescued a fisherman held by Sea Tigers in November 2006. The Indian had been deeply agitated after the SLN hit an Indian fishing trawler commandeered by Sea Tigers in Sri Lankan waters.



Although the rescued Indian told the Indian High Commission representatives in Colombo of the abduction of three of his colleagues by Sea Tigers who transferred them to another boat before commandeering the ill-fated trawler, Indian authorities turned a blind eye to what was happening.



The Indian Coast Guard on February 13, 2007 off Kodiakarai, arrested five persons - two Indians and three LTTE cadres as they were heading towards the South Indian coast in what Indian authorities subsequently claimed was an explosives-laden boat. India blew up the vessel claiming that it posed a serious threat to security.



Although the SLN sought access to the suspects as part of a joint effort against Sea Tigers, India due to domestic political reasons ignored that request.



Sources said that the two SAARC neighbours should be working together to thwart attempts by interested parties to cause trouble. They said that the LTTE went to the extent of blasting an Indian tug deployed south of Point Calimere in June 2006. The vessel is believed to have been deployed alongside a dredger assigned for controversial Sethusamudram project. The LTTE is believed to have used a limpet mine to sink the vessel.



The LTTE blasted the tug less than a week before a squad of LTTE frogmen made an abortive bid to raid the Colombo harbour.



Sources said that those who had been sympathetic to the LTTE were still active. During the war, the LTTE once used an explosives-laden Indian trawler to blast an SLN Inshore Patrol Craft (IPC) in Mannar waters. The LTTE had lured the SLN by pretending the boat was in distress and when the IPC moved alongside it triggered a massive explosion, sources said. This was revealed by a sailor, who survived the blast.



In another incident, some influential persons in Tamil Nadu were implicated in an attempt to import spares for Sea Tiger craft to be moved across the waters to north-east Sri Lanka.

They said the Indians had leveled a similar allegation following the massacre of five Indian fishermen in Indian territorial waters off Kanyakumari on March 29, 2007. A thorough inquiry should be conducted by India to identify those responsible for the attack they said, pointing out that an investigation into the Kanyakumari massacre had cleared the SLN and revealed LTTE involvement.

It is unlikely that LTTE in US will try to mess with US law enforcement. Whether we like it or not, US law enforcement is very tough when it comes to public safety. Last time when kazhuthais had a protest in Ohio in late 2008 or 2009, they had snipers ready to take down any terrorist. I am pretty sure that they could have really done it if some kazhuthai tried to something funny. I do not know of his destination currently. However, if it is a southern state like Texas MR visited last time, then it may be difficult for kazuthais to group since it is so far away from Canada. In any case, the purpose of his visit is unknown.

As I speculated MR is in Houston, Texas. I believe that Houston has a sizable Sri Lankan population of all walks. I seriously doubt that any kazuthai supporters there, if any, can organize a mass protest like they did in London. In any case, it will be very interesting to see Canadian kazuthais facing Texan justice like in old western movies.

The Diplomat story gets my blood boiling to see how peaceniks and NGO bastards, and diplomatic apes screwed us for years. It was our lucky day that we elected a man with strong spine to run the country. I am sure that Asithri will express in a much more forceful way.

Each time the Sri Lankan army had pushed the LTTE into a corner, professional peacemakers had stepped in and halted its operations, thereby giving the organisation time to recover and to once again emerge as a deadly force.

But this time around, Rajapaksa turned a deaf year to the peaceniks in the EU, India and the US, who were united in asking that he declare a ceasefire. Instead, he publicly assured the armed forces that this time around, he wouldn’t stop ‘until the LTTE was eliminated.’

As in India, Sri Lanka has numerous ‘peacemaking’ NGOs, each of whom are quick to come up with reasons why military force ought not to be used, even in cases where there’s an armed attack on the unity and integrity of the state. In both countries, these are led by well-meaning idealists from the upper echelons of society. While the Singh government has been very receptive to such voices, several times pulling up the armed forces, the Rajapaksa team has ignored them—much to the anger of the NGOs and their diplomatic backers.
