LTTE’ camps in TN: PM’s statement based on Indian media reports





Responding to India’s contradiction of a statement attributed to Prime Minister D. M. Jayaratne, that the LTTE had an ongoing weapons training programme in Tamil Nadu, a senior government official told The Island on the condition of anonymity, that the Premier Jayaratne had gone by what was reported in the Indian media.

Premier Jayaratne had based his statement on Indian media reports dated Feb. 13, 2011 reproduced by local press the official said

The Indian High Commission in Colombo yesterday quoted Indian External Affairs Ministry spokesman Shri Vishnu Prakash as saying, "We have seen reports from Sri Lanka referring to the Sri Lankan Prime Minister’s statement alluding to the presence of LTTE training camps in Tamil Nadu. We categorically deny the existence of any such camps. The Government of Sri Lanka had also not taken up this issue with us. Such a reference is indeed unfortunate and we urge the Government of Sri Lanka to desist from reacting to speculative and uncorroborated reports."

A senior Sri Lankan Defence official told The Island that there hadn’t been specific information with regard to LTTE rump operating training facilities in Tamil Nadu, though Sri Lankan Intelligence Services continue to keep an eye on LTTE operations overseas.He said that the Indian press on Feb. 13 had carried a series of reports on LTTE operations in Tamil Nadu. The Hindu in its online edition on Feb. 13 said in a news item captioned ‘LTTE plans to target VVIPs during Assembly elections’ that the Central intelligence agencies had communicated specific inputs to the Tamil Nadu police that suspected LTTE cadre had conspired to carry out attacks on VVIPs during forthcoming Assembly elections."

The report quoted highly placed intelligence officers as having told The Hindu on Saturday (Feb. 12) that the Ministry of Home Affairs had sent alert messages that some LTTE cadres had arrived in Tamil Nadu and were engaged in a training programme at an "unknown location." They were in the process of procuring weapons and explosive substances to execute their plan.

"We received a few alert messages from Central intelligence agencies during the World Classical Tamil Conference held at Coimbatore and the visit of Prime Minister Manmohan Singh to Chennai recently. Elaborate security arrangements were made and both events went incident-free. We intercepted a couple of clandestine boat operators who organized transport of Sri Lankan Tamil refugees to Australia," a senior police officer said.

Some probable targets of the LTTE, as perceived by the Central intelligence agencies, were the Prime Minister, National Security Advisor and the Tamil Nadu Chief Minister, among others, The Hindu quoted sources as saying.

MHA (Ministry of Home Affairs) reports also indicated that the alleged LTTE training and process of procuring weapons was to have been completed by December 20 last year.

The LTTE hasn’t been able to launch military training programme here or abroad. Some ex-LTTE cadres who were once involved in fighting during Eelam war IV are currently living in Tamil Nadu.

Kerala tightens vigil on T.N. border to curb LTTE activities

The Intelligence Bureau is keeping a vigil on the movement of suspected persons in the border areas of Tamil Nadu after it received inputs that members of the Liberation Tigers of Tamil Eelam had reportedly tried to set up camps in the forest areas near Idukki district.
Highly placed sources said there were chances of setting up such camps in the forest areas and adjoining villages as it would give them cover, adding Sri Lankan Tamils could be easily identified in Tamil Nadu by their dialect. 
The chances of using airports in Kerala for transit were monitored after Sri Lanka clamped down on the group's activities. The sources said the airports could be used by certain overseas sponsors of the group to keep channels of communication open. 
Idukki's forest areas bordering Tamil Nadu in the Periyar Tiger Reserve (PTR) could be used by the cadres to regroup. It is estimated that about 1,000 Sri Lankan Tamils live in Pachakkanam Gavi inside the PTR where they had been repatriated as part of a rehabilitation pact signed by the then Sri Lankan Prime Minister Sirimavo Bandaranaike and her Indian counterpart Jawaharlal Nehru. They work in the cardamom plantations of the Kerala Forest Development Corporation Ltd. 
Intelligence sources said a large number of repatriates had migrated to Tamil Nadu and there was a remote chance of communication between them and members of the LTTE.


Clearly the Indians are playing their internal politics and do not gave damn about SL.  Therefore, time to be vigilant GOSL and SLDF!  Time for ruthless "nip-in-the-bud" measures otherwise we will be facing another 30 years of HORRIFIC TAMIL RACIST TERRORISM!

Yes, all sign point to the LTTE Tamil Diaspora CSMFs trying to open up camps in TN/Kerala and carry out incursions into N SL and prove to their donors in the west that the "LTTE is not dead; it is very much alive; so keep you donations flowing in"...and this was confided in me by a reliable source from the Tamil Diaspora.

However, this was all supposed to be done low key - for the moment - but given that this has hit the headlines, I hear them CSMF honchos behind this are now panicking!

Mannar Basin could hold one billion barrels of oil-official

The Director General of Petroleum Resources, Dr. Neil De Silva has said that the Mannar Basin could hold over 1 billion barrels of oil equivalent (boe).

Cairn Lanka which is expected to commence oil drilling in the Mannar Basin by July this year, believes there is more work to be done in the frontier basin to assess the magnitude of resources.

“If Sri Lanka’s drilling program is successful, commercial oil production can be expected by 2014 with a billion barrels,” a recent report on Cairn India’s Oil drilling future quoted Dr. Neil De Silva as saying.

The report said that Cairn India has contracted a deepwater rig from Japan Drilling to embark on a three-well exploration drilling campaign in its frontier deepwater block in Sri Lanka’s Mannar basin (SL-2007-01-001) in June 2011. The exploration area is 3000 sq km with water depths ranging from 400 metres to 1900 metres.

Cairn Lanka, a subsidiary of Cairn India had signed the Petroleum Resource Agreement (PRA) with the Sri Lankan government in July 2008 to explore oil and natural gas in the Mannar Basin with an investment of US $110 million, spread over three years.

According to the Agreement, Cairn will start exploration activities in one of the 8 blocks in the Mannar Basin and the company will conducted a full Environmental Impact Assessment (EIA) as required by the Sri Lanka Central Environmental Authority and Marine Pollution Prevention Authority. Earlier in 2010, the company had also acquired 3D seismic data on 1,750 km2 area of the Mannar basin.

Mannar basin’s two oil blocks have been granted to China and India. Russia’s largest oil company, Gazprom also has indicated plans to join the exploration of offshore oil in Sri Lanka’s Mannar basin.

"United Nations (CNN) -- Even with Libyan rebels trying to beat back Col. Moammar Gadhafi's advancing army, the U.N. Security Council displayed no urgency Monday to adopt a no-fly zone over the war-torn North African nation.

In a private session, diplomats expressed enough doubts and concerns over a no-fly zone that it appears quick approval will not occur, despite the recommendation for such a zone by the Arab League meeting Saturday in Cairo.

The United States and Russia both raised issues behind closed doors regarding the no-fly proposal. France, the most supportive of the idea, pushed for council backing in the face of some hesitancy by big powers.

One U.N. diplomat was furious at the slow pace of action. "Everyone is filibustering, so the patient will be dead," the frustrated diplomat remarked, speculating that major powers on the council really don't want to get involved in Libya for economic and political reasons.

Russian Ambassador Vitaly Churkin told reporters there are "fundamental questions which have not been answered."

Churkin asked "who will implement the no-fly zone?" He said Russia was concerned air strikes could exacerbate the military situation.

Lebanon's U.N. ambassador, Nawaf Salam, who requested the council morning meeting, said some of the questions about no-fly zone effectiveness can't be answered now.

French Ambassador Gerard Araud thought the Arab League request for a no-fly zone was a "game-changer." However, the game may not begin at the Security Council if reluctance holds.

The French ambassador did say legitimate questions have been asked, but no country completely refused. Araud said he regrets some partners on the council do not share France's sense of urgency.

A Security Council diplomat said the United States wants broad Arab participation if any no-fly zone mechanism is approved. He did not elaborate. The diplomat said the U.S . wants "responsible and sensible steps" moving forward.

In Washington, President Barack Obama said during an appearance Monday that the United States "will be continuing to coordinate closely both through NATO as well as the United Nations and other international forums to look at every single option that's available to us in bringing about a better outcome for the Libyan people."

Meanwhile at the U.N., Arab League Ambassador Yahya Mahmassani said the Security Council "better start shouldering its responsibility and take action before they regret it." The ambassador warned that the council doesn't want another Rwanda or Bosnia on its hands by acting too late to protect rebels fighting government forces.

The Security Council doesn't have to vote for a no-fly zone to be established. Such zones were created in Iraq and the former Yugoslavia without formal Security Council approval.

And the French ambassador said there is a "coalition of the willing" that exists.

However, after the invasion of Iraq, bruised feelings at the U.N. also exist. This time, it is the United States that is taking a deliberate approach while it is the Arab League demanding rare military action -- quickly -- on one of its own suspended members.

Council member Germany is proposing imposing more sanctions on Libya -- sanctions which would prevent more oil revenue from going into the pockets of the Gadhafi regime.

France and the United Kingdom returned to tweaking their no-fly zone resolution, which has been held in a contingency mode should the council act ready for a vote."

NGOs Face Funding Gap and Government Scrutiny

COLOMBO, Mar 15, 2011 (IPS) - Lack of donor funding, state phobia against western NGOs, and restrictive work permits for foreign aid workers have together hit the operations of several dozen Sri Lankan NGOs and their foreign counterparts.

British-government funded agencies and AusAid, an Australian government agency, have reportedly reduced their funding of local NGOs. U.S.-based Care International is also cutting its local staff in Colombo. Officials at these agencies could not be reached for comment.

"The government wants a hands-off policy from donors, and thus prefers countries like China which provides assistance without being too concerned [about other issues]," said Harim Peiris, a Colombo-based political analyst and a one-time spokesperson for former President Chandrika Kumaratunga. China is second to Japan as Sri Lanka’s largest lender of development assistance.

"There is a lot of downsizing [of staff]," a veteran aid worker here who declined to be identified told IPS. "I don’t have numbers but I can tell you that any NGO involved in governance, post-conflict peace or post-war trauma related work will have a problem with the authorities," who "not only track the work of such NGOs but also often visit their offices."

The most affected agencies are involved in governance, peace building, conflict-resolution and post-war trauma counselling.

Peiris says the issue facing NGOs is a combination of the drying up of funds and government policy.

"There is no humanitarian crisis anymore, except for humanitarian need which is long-term. Furthermore Sri Lanka has moved to the middle-income bracket of countries while development assistance is mostly for low-income countries," Peiris explained.

In wake of LTTE air attacks - SL wanted US help as Indian radars ‘not sufficient’

SriLanka approached the US in 2007 to have its airdefence systems improved as the radars provided by India had been tried and found wanting, The Hindu reports. The report filed by Nirupama Subramanian reveals that ‘Sri Lanka quietly asked the United States for assistance to improve its air defence systems as India-supplied radars had proved insufficient to prevent an attack by LTTE aircraft on the Katunayake air base in March 2007, but it agreed with the Americans that New Delhi must be kept in the loop’.
According to The Hindu, Defence Secretary Gothabaya Rajapakse went so far as to summong US Ambassador Robert O’ Blake and the Defence Attache at the US Embassy on March 30, 2007 and seek a visit by a US military team to assess how Sri Lanka could improve its air defence systems against future LTTE air attacks.
The report says: "The meeting took place days after an LTTE air-raid at the Sri Lanka Air Force base at Katunayake, in which several helicopters, including two Mi-17s on loan from India, were damaged.

At the time, there were media reports that the Indian radars had failed to detect the aircraft, but Sri Lankan officials denied the reports.
According to a cable sent from the US Embassy in Colombo on April 1, 2007 (102721: confidential) and accessed by The Hindu through WikiLeaks, Gothabaya Rajapaksa told the envoy that Sri Lanka’s current radar systems were "not sufficient" to meet the LTTE air threat.
Years of waiting
Two radars provided by India had two-dimensional capabilities, and two more were on the way, Rajapaksa said.
Sri Lanka had asked India for three-dimensional radars, "but after years of not receiving them, decided to purchase a Chinese system that is now in the process of being installed. Gothabaya Rajapaksa told Blake that in addition to the radar systems, "not a single L70 anti aircraft fire direction radar - ALSO provided by India, was working, making any attempts to shoot down an aircraft at night difficult.

The Defence Secretary said that radars in Vavuniya had picked up an unidentified aircraft; so had the civilian radar at Katunayake at the last minute. But otherwise the attack had escaped detection.
The LTTE aircraft was able to travel from northern Sri Lanka, along the western interior of the country, strike the airfield and return to the North.

"The Defense Secretary requested US military assistance in assessing Sri Lanka’s entire Air Defense System and help in acquiring the hardware required to UPGRADE their system," the cable said.
The US Ambassador told Gothabaya Rajapaksa he would convey this to Washington immediately. Noting "the importance of working in a transparent manner," he asked if, in the event of Washington acceding to the request, Sri Lanka would have any objection to keeping India in the picture, as New Delhi had supplied some of the radars.
Rajapaksa had no objection to this but suggested that Sri Lanka would take on the responsibility of informing New Delhi, after the US decided whether or not to send the team.
The cable commented that Rajapaksa "clearly understood" that if the team approved setting up a new radar, this would "likely not be free.

Rajapaksa also suggested that since the US had already assisted Sri Lanka in setting up a maritime surveillance radar, there could be merit in establishing an integrated air and maritime system.
The US followed up quickly. At a meeting on April 3 with Sri Lankan Foreign Minister Rohitha Bogollogama, the very first point that Assistant Secretary for South Asia Richard Boucher took up was the state of Sri Lanka’s air defences and the government’s plan to deal with the LTTE air threat (cable 103423: confidential).
"Bogollagama claimed that the three radars provided by India require down time every eight hours, and the government was investigating if the one installed at Katunayake air base was down during the Tigers’ air strike," according to the cable from the US Embassy in New Delhi, sent on April 5.

The Sri Lankan Foreign Minister said radar efficiency levels were being discussed, and that his government had asked India for two more two-dimensional radars and a 3-D radar.

Washington appears to have sent an assessment by May 2009. The matter had assumed urgency after further LTTE air raids on oil/gas storage facilities at Kolonnwawa and Muthurajawela on April 29.
On May 25, in line with its desire to keep India informed, the US Embassy in New Delhi informed the MEA of a "recent survey" by a US military team of Sri Lanka’s air defence capabilities, according to cable sent on May 30, 2007 (110122: confidential).
"[The Defence Attache] relayed that the eight-man team’s mandate was to identify possible improvements to current GOSL air defense systems commensurate with the current and foreseeable capabilities of the GOSL air force and its budgetary realities," the cable noted.
When the MEA official, Director Suchitra Durai, asked if the team had made final assessment of radar equipment to be provided and if the US would share this with the Indian government, the Defence Attache told her it was "too early to predict the exact systems and installation timelines.

Coastal radar system
Despite all the talk of US-India "common interests" in Sri Lanka, India seems to have separately exerted pressure on Colombo to move the planned installation of a US-provided coastal radar system from the North of the island to the South. But New Delhi eventually backed off.
On June 5, Commodore Lakshman Illangakoon of the Sri Lankan Navy provided the US Embassy in Colombo a "readout" of his meeting in New Delhi with Indian Navy officials.

The cable, sent on June 13, 2007, notes that India had been pressing Sri Lanka to have the US system moved to Sri Lanka’s southern coast and install an Indian-provided system (111852/confidential/ noforn).
"Illangakoon told us the Sri Lanka Navy Commander had instructed him to hold firm that the US-provided coastal radars should be installed in the North, if necessary over Indian objections."

An Indian Embassy official told the US Embassy Defence Attache in Colombo that India would "consider other options, such as placing Indian-provided radars alongside the US system to cover dead spaces."

"India has overtaken China as the world's largest arms importer, a Swedish defense industry watchdog
said.

Arms sales to India accounted for 9 percent of the international trade in the period from 2006-10, the Stockholm International Peace Research Institute said in a study released this week. China, South Korea and Pakistan were the runners-up in the Sipri study.

India spent around $37 billion on its armed forces in 2009, Sipri data show. Russian-made weapons accounted for 82 percent of the Indian imports. Neighboring Pakistan and China also saw its arms imports increase over the past five years.

Sipri arms expert Siemon Wezeman said conflicts with Pakistan and China as well as internal security challenges have fueled Indian arms buys.

"As an importer, India is demanding offsets and transfers of technology to boost its own arms industry, and, in order to secure orders, major suppliers are agreeing to such demands," Wezeman said in a statement.

The United States remains the world's largest exporter of conventional arms with a 30 percent market share, followed by Russia (23 percent) and Germany (11 percent), which roughly doubled its sales during the past decade.

The total volume of global arms deals increased 24 percent in 2006-10 compared to the previous five years. The Asia-Oceania region led the world with 43 percent of arms imports, followed by Europe (21 percent) and the Middle East (17 percent).

The Indian arms buying spree was driven mainly by a desire to modernize the country's air force. Fighter jets accounted for 71 percent of Indian imports, Sipri said.

Russia last year delivered 35 Sukhoi Su-30MKI two-seat fighter jets jointly developed with India's Hindustan Aeronautics Limited, and 10 Mikoyan MiG-29SMT.

European and U.S. arms firms are competing for yet another Indian order for 126 fighter plans, a contract estimated to be worth more than $10 billion.

Planes in the running are the F/A-18E/F Super Hornet from Boeing, the Rafale by French firm Dassault, the Eurofighter Typhoon from Europe's EADS, Lockheed Martin's F-16, the Russian-made MiG-35 and the Gripen from Swedish firm Saab.

"European producers in particular are seeking export opportunities and are benefiting from government assistance with export promotion activities," Sipri's European arms trade expert Mark Bromley said in a statement.

Sipri has been compiling data on the international arms trade since the 1950s. It says its online database is the most extensive collection of such information available to the public."
