LTTE massacre of 600 policemen Not even inter-departmental inquiry


Fearing the wrath of then President Ranasinghe Premadasa, the police never initiated at least an inter-departmental inquiry into the circumstances under which the LTTE had executed over 600 police officers and men at the onset of the Eelam War II in June 1990, the Lessons Learnt and Reconciliation Commission was told on Monday Jan 24, 2011.


The police top brass had been too scared to probe the massacre of those who had surrendered at the behest of President Premadasa, retired SSP Tassy Seneviratne said. The veteran cop was responding to a query by LLRC member former Foreign Secretary H. M. G. S. Palihakkara during Monday’s sessions.
Seneviratne retired in 1995, the year the Eelam War III erupted with the sinking of two Fast Gunboats anchored at Trincomalee.

Identifying the then Foreign Minister A. C. S. Hameed as a key player in President Premadasa’s negotiating team, Seneviratne asserted that IGP Ernest Perera had had no alternative but to comply with the presidential directive issued to police deployed in some parts of the Eastern Province.

Seneviratne said that the LTTE’s success had been built on shortcomings and strategic miscalculations on the part of successive governments. Had there been adequate support, the police could have thwarted the LTTE attempt to overrun police stations in the East in 1990, he said.

The LTTE assassinated Premadasa on May Day in 1993. Even after Premadasa’s assassination, successive governments did not initiate an inquiry.

Commenting on the then LTTE leader in the Batticaloa area Vinayagamurthy Muralitharan, now a Deputy Minister in the ruling UPFA coalition, Seneviratne emphasised the government, particularly President Mahinda Rajapaksa, should be wary of having an opportunist like Muralitharan aka Karuna. Recalling the circumstances which led Karuna to switch allegiance after being summoned to Kilinochchi in March 2004 by LTTE leader Velupillai Prabhakaran, Seneviratne urged President Rajapaksa to be cautious. The likes of Karuna could be dangerous, he stressed.

Seneviratne submitted a confidential letter to former Attorney General C. R. de Silva, Chairman, LLRC, claiming that the writer of that letter could shed light on ‘LTTE operations.’
The veteran cop urged the LLRC to recommend to the government to initiate an inquiry into war crimes committed by the LTTE. The massacre of policemen could be categorised as a grave war crime, he said.
Responding to LLRC Commissioner Dr. Rohan Perera, Seneviratne acknowledged that the families of those 600 policemen hadn’t been looked after by the department. The then IGP had been in a dilemma for want provision to do so, he said.

Pressed by Palihakkara, Seneviratne recalled how the police top brass had refused to carry one of his articles, which dealt with the massacre of policemen, in an annual publication of the police for fear of President Premadasa.

LLRC Chairman urged Seneviratne to provide whatever information he had with regard to the families of those policemen killed in the single largest massacre in this country.
The Commissioners indicated their keenness to ascertain whether the families of massacre victims had been given step-motherly treatment, compared to officers and men killed in other confrontations with terrorists.

Two things are needed to be done, mandatorily, as the natural outcome of this news:

1) The Tamil Diaspora, the LTTE supporting CSMFs who financed the LTTE's terrorism must be held accountable for this VERIFIED AND DOCUMENTED WAR CRIME (yes, this is not just a cooked up, highly speculative at best "war crime" charge, like what the LTTE agents in the Diaspora try to bring, with demented frequency, against SL)

2) Ranil Wickremasinghe CSMF ponna bastard, and his brand of UriNePee wimps, must be held accountable for what happened - as it happened on their watch.

They must be charged with dereliction of duty, collaborating with state enemies and criminal negligence for allowing mass-murder (just to name a few charges)and prosecuted according to the law of the land.

Washington (CNN) -- Charge George W. Bush with war crimes?

Some Bush critics have for years demanded a prosecution of the former president. They had hoped that the incoming Obama administration would put Bush on trial. No luck.

Now they have changed their focus, filing actions in foreign courts. Last week, these Bush opponents filed an action in Switzerland in advance of a Bush appearance at a charity fundraiser in Geneva.

Shortly after the filing, the Bush appearance was canceled. Bush is in no danger of going to a Swiss jail, obviously. But it's important that all Americans understand: This use of law as a weapon of politics is an assault upon the basic norms of American constitutional democracy.

American presidents are subject to law, of course: American law.

In the case of torture -- the offense of which Bush's critics accuse the president -- the relevant law is the War Crimes Act of 1996, which provides penalties up to the death penalty for abuse of military detainees.

This law was adopted in conformity with U.S. obligations under the 1986 Convention Against Torture, which called upon all signatory states to "ensure that all acts of torture are offences under its criminal law." (It's often said that the convention "bans" torture, but that is not correct: It creates an obligation on member states to ban torture by their own nationals.)

This use of law as a weapon of politics is an assault upon the basic norms of American constitutional democracy.

In 2001, Bush asked government lawyers: What exactly constitutes "torture" under U.S. law? Is isolation torture? Sleep deprivation? What about putting an insect in the cell of a prisoner frightened of insects? How about waterboarding?

Bush asked those questions precisely because he wanted to comply with the law. He wanted to go up to the limit of the law, but not beyond. That's why he wished to know where the limits were found.

The legal answers Bush got -- and the methods his administration used -- have divided Americans for almost a decade. Republicans lost the 2008 election, and the Obama administration changed policy. Which is how we decide policy questions in the United States: by elections and alterations of government.

When it entered office, the Obama administration considered prosecuting the CIA officers who had done the interrogations. It seems to have considered legal action against higher-ranking officials, too. The Obama administration rejected both options.

So when people file actions in Switzerland against Bush, it's not merely the former president they are targeting. They are targeting the entire American legal system. They are demanding that Switzerland override an American decision about which Americans should be prosecuted for violating an American law.

They want Switzerland to say the following:

"We disagree with your attorney general's interpretation of your War Crimes Act. We are therefore arresting you in Switzerland for acts you ordered in the United States against armed military enemies of the United States.

"We will put you on trial in Switzerland, where none of the protections of the U.S. Constitution apply. Instead, you will be tried according to the rules of Swiss law -- even though you had no vote in the making of that law and have no legal representation in the Swiss government.

"Admittedly, none of the acts here have any legal connection to Switzerland at all. None of the people involved are Swiss, neither the alleged torturers nor the alleged torturees. Our involvement is purely coincidental; this action could just as easily have been brought in Luxembourg or Uruguay."

In other words, what the people bringing actions against Bush are calling for is a new kind of global legal regime in which law is severed from political representation. Call it human rights without democracy.

These police officers were ordered by cowardly UNP leadership to surrender to terrorists without even firing a shot. Then they were lined up and gunned down in cold blood. You can not even compare this to bogus charges about Padesan and Co. where terrorists were pretending to be surrendering and then blowing themselves up. Also there were major fire fights occurring at the same time and the troops were in a fighting stance. Where are all these Human rights vultures HRW, Amnesty, TAG, FAG etc. on this?

It is a tricky business most certainly and we need to coordinate the effort with our own fishermen to repulse these bastards.

Jaffna fishermen capture Indian poachers, trawlers - Ex-SLN Chief’s prediction comes true

Jaffna fishermen angered by what they term Sri Lankan government’s inaction vis-à-vis poaching by the Tamil Nadu fishing fleet, yesterday resorted to direct action and captured about 100 Indians together with their trawlers in the Sri Lankan waters. The Indian fishermen were handed over to the Point Pedro Police Station last night. None of them had been harmed, sources said.


Former Sri Lanka Navy Commander Admiral Thisara Samarasinghe predicted in his submissions to the Lessons Learnt and Reconciliation Commission late last year that Sri Lankan fishermen would be left with no alternative but to take the law into their hands and confront the Indian poachers in the sea unless the government took action to prevent the illegal exploitation by Tamil Nadu fishing fleet of Sri Lanka’s fishing resources.

Northern fishermen in many small craft had surrounded the Tamil Nadu trawlers and seized over 20 of them, Jaffna based sources told The Island. "Some Sri Lankan fishermen boarded the Indian vessels before ordering their surrender," sources said.

Irate northern fishermen launched a similar offensive in 1989 at the behest of the LTTE, which had taken on the IPKF, while the then President Ranasinghe Premadasa was talking peace with the outfit in Colombo. The Premadasa government successfully negotiated the release of the Indian boats and their crew members.

The Sri Lanka Navy had witnessed yesterday’s capture by the Jaffna fishermen of Indian vessels but desisted from intervening because of allegations by Tamil Nadu politicians that Indian fishermen were being harmed by the Navy, sources said.

Many Indian vessels had managed to break free from the Sri Lankan fishermen’s cordon and flee into the Indian waters amidst booing from their Sri Lankan counterparts.

Sources described the incident as peaceful.

Colombo had been informed of the incident and was in touch with New Delhi, diplomatic sources told The Island.

we must do everything to seperate the blood relatives - TN fishermen and northern SL fishermen.

if these two get togther, we cannot stop their illegal activities.

so i would say, they fell into our trap.

what a nice way to "predict" things!! lol! excellent planning. know when to step down.

but the fish issue must be addressed by launching more trawlers to fish in these areas under SLN protection. after all its our waters.

we have to almost exploit these areas so that indians will not have much to catch.

Yeah KB, it just boggles my mind that we (the GOSL of today) is NOT squeezing maximum mileage out of this war crime against the LTTE and LTTE supporting CSMF bitches in the West.

Get a top-notch law firm and on the basis of pay-if-win, sue the LTTE supporting/supported Tamil Diaspora CSMFs to the hilt - at least as substantial damage payments to the surviving kith and kin of these Policemen who were slaughtered like chicken.

I think we, namely the GOSL, have a lot to learn of propaganda attacks and counter attacks.

Reports from Male said the 60-year old British man identified as Clement Paul has been handed over to the Maldives police. He is being questioned but not under arrest, the Maldivian authorities have said.]

India could always provide alternatives for the trawler owners of Tamil Nadu in the waters of the Andaman Sea that has untapped resources. But New Delhi is perhaps afraid to give opportunities for Tamils in the waters of Andaman, the Jaffna social worker said, adding that the Tamil Nadu fishermen, especially from Naakappaddinam, should fight with New Delhi for their historical rights over maritime activities in the Bay of Bengal, without treading further on their devastated cousins on the other side of the Palk Bay.

When the country boat fishermen of Tamil Nadu were seriously affected by trawler fishing some decades ago, the then Chief Minister of Tami Nadu, Mr. M.G. Ramachandran undertook some measures to protect the weaker sections of fishermen and the older generation of them remember it with thanks even today.

The ongoing fishermen issue is a clear forewarning to the establishments in New Delhi and Colombo and to all the others who eye on the waters of the Palk Bay and the Gulf Mannaar that whether oil, tourism or strategic endeavours, sustainable agreements could be reached only when the sovereignty of Eezham Tamils on the waters is recognized and they are involved as a party, political observers commented.

The proscription of the Liberation Tigers of Tamil Eelam (LTTE) in the European Union will be challenged in the Court of Justice of the European Communities in Luxembourg, said Amsterdam based lawyer Victor Koppe while giving an exclusive interview to TamilNet, Tuesday. Unlike the previous legal instances, now there is direct community involvement. Eezham Tamils in the legal field are actively involved in making this case, and the move is backed by a democratically elected body of Eezham Tamils in Switzerland, the Swiss Council of Eelam Tamils (SCET), said Arulnithila Deivendran, the spokesperson for the SCET. The attitude of governments to negate the sovereignty of Eezham Tamils by deliberately confusing it with the LTTE, has prompted the legal action, she further said.



Victor Koppe represents an Amsterdam-based law firm with wide range of expertise in International Law and European Law. Mr. Koppe, having experience in presenting cases in the tribunals on Cambodia and Sierra Leone, recently took up some cases of Eezham Tamils in the Netherlands, prosecuted for alleged involvement with the LTTE.

The EU declared the LTTE a terrorist organisation in 2006, following the earlier proscriptions of the USA and Canada. The ban criminalises any activity that could be connected to the LTTE. But, there are some good arguments why the LTTE cannot be considered a terrorist organisation and why the ban in the EU is legally flawed, Victor Koppe told TamilNet. The arguments have never been heard in a European Court of Law, he further said.

The LTTE is an organisation fighting for the fundamental rights of the Tamils, which is acceptable to the charter of the UN and the international treaties, is the position taken by Koppe.

The EU has recently extended the ban for another six months [WTF???] and the ban has to be challenged within a stipulated period of two months.

United National Party (UNP) leader Ranil Wickremesinghe said yesterday the cost-of-living bomb, which was about to explode would be more devastating than any bomb exploded by the LTTE.

Speaking at a UNP meeting in Gampaha Mr. Wickremesinghe referred to the soaring cost of living as a bomb which killed people slowly.

“Some 30 people were killed and several others injured each time the LTTE exploded a bomb but the cost of living bomb will destroy nearly every household,” he said.

But what's more evident here is his lack of acumen, wisdom and foresight.

He fails to realize that even a single bomb with even no casualties is bad for the country's economy as that can severely affect the much needed tourist revenues and the investor confidence.

If GOSL does not nip this in the bud, then this will be the beginning of these Indian's interference in SL affairs and even likely giving support for "federalism" to the Tamil racist groups in N.

Do you chaps have any good ideas about what to do in this case? May be joint patrolling by Sri Lankan and Indian Navies with a clear line of demarcation at the international border like a line of solar power lighted buoys? I would say follow that up with immediate arrest of any fisherman caught on the wrong side and imposing heavy fines for repeat offenders.

On St Valentine’s day, Sri Lanka Guardian, one of the many websites that have mushroomed in recent times had an article alleging that Maj General Kapila Hendavitharana who had served in the military intelligence set up and now serves as the Chief of National Intelligence has to answer for extrajudicial killings said to have taken place in the past. This article is reminiscent of the campaign carried out against Janaka Perera after he retired in 2001, and the government should be vigilant about the LTTE diaspora via various dubious fly-by-night websites targeting individual officers in the armed forces so as to demoralize not just the targeted individual but others witnessing this process as well. The Americans also carried out such psychological operations against targeted individuals in the Saddam Hussein regime before they invaded Iraq. They had paralyzed many Iraqi military officers with threats against them and their families long before bombs started dropping on Iraq.



Hence articles targeting important officers of the state should be taken very seriously. According to this website, Hendavitharana has more crimes to answer for than even Pottu Amman of the LTTE. Some of the accusations are way off the mark. For instance it accuses him of having formed the deep penetration units of the army (the units credited with knocking off Shankar the LTTE air wing chief and Charles the No 2in the LTTE intelligence set up) But this is not correct. The deep penetration units were from the Special Forces and not under military intelligence. The article says that the deep penetration units targeted civilians as well – which is plain nonsense because nobody is going to penetrate deep into enemy held territory, at the risk of being tortured to death if caught, just to kill civilians. Besides the rest of the army would have laughed at the Special Forces saying "You kill unarmed civilians but we, the ordinary soldiers kill Tigers armed to the teeth!" That’s not how things work in the army.



Hendavitharana is also accused of maintaining two killer squads even at this moment called the Ranjith Group and the Rajan Group, one headed by a Muslim which carries out extra-judicial killings in the north. A couple of weeks ago, this column had a note on allegations of Mafia rule in Jaffna. Our source however never reported any extra-judicial killings in the north. Who are they supposed to be killing? All allegations in Jaffna related to money making - not killing. A serious allegation against Hendavitharana is that he was behind the killing of Lasantha Wickremetunga as well. When such allegations are made, they tend to stick and could cause demoralization among the officer cadre and in an emergency everybody may try to play safe. A demoralized military or civilian officer cadre which prefers to play safe can be fatal to any state or government. These allegations are made to make it impossible for these officers to travel abroad and thereby to make them incur losses and to ruin their lives.

Air Marshal Harsha Duminda Abeywickrama completed his education at Royal College, Colombo and enlisted to the Sri Lanka Air Force as an Officer Cadet in the General Duties Pilot branch on 19 April 1980. On successful completion of training he was commissioned in the rank of Pilot Officer on 3 April 1982. During his illustrious career of 30 years, he held instructional, operational, planning, command & combatant command appointments including Commanding Officer of the first Fighter Squadron, Commanding Officer of Sri Lanka Air Force Palaly, Commandant Flying Training Wing, Base Commander of China Bay, Anuradhapura & Rathmalana Bases, Zonal Commander East and Chief Instructor of Air Wing of the Defence Services Command & Staff College. At the Air Force Headquarters; Air Marshal Abeywickrama served as the Deputy Chief of Staff, Director Air Operations and overlooked the duties as the Director Logistics.



Some of the notable achievements of his career were; the formation of the First Supersonic Fighter Squadron of the Sri Lanka Air Force and the Air Wing of the Defence Services Command & Staff College. He has had the privilege of being one of the first pilots of the Sri Lanka Air Force to gain competency to pilot the ‘F-7’ and ‘Kfir’ jets which were inducted to the Sri Lanka Air Force in 1991 and 1996 respectively. Further, during his tenure as the Director Air Operations he was instrumental in the revolutionary development of the combat capability of the Sri Lanka Air Force and was the driving force behind the many successful air operations during the Humanitarian Operations which ultimately ended the three decade long terrorist conflict.

He also attended the Royal College of Defence Studies in London, United Kingdom. In addition, he holds a Commercial Pilot’s License with an Instrument Rating and is an A - 2 Qualified Flying Instructor.

Moshe, old boy, I totally agree. We have only 10 or so real fighter-bombers in our inventory and it's a shame to loose these performing for air shows. Instead pilots should spend their time training to counter future 'Parippu' drop type threats from hostile neighbors. I am not sure how well our chaps can hold up in an air-to-air combat situation.

Senior officers of the ranks of Squadron Leader and Wing Commander are given advanced training and education at the Defence Services Command and Staff College (DSCSC) at Batalanda, Makola which was established in 1997 as the Army Command and Staff College.

Basic officer training is carried out at the Air Force Academy at SLAF China Bay in Trincomalee. The academy offers a two-year program of basic flight training and a variety of specialized courses. Pilot training was carried out at SLAF Anuradhapura by No. 1 Flying Training Wing using Cessna 150s for basic training and Nanchang CJ-6 (PT-6) aircraft for intermediate training. This has since been moved to SLAF China Bay. Advanced jet training is carried out by No. 14 Squadron in K-8 Karakorums also based at SLAF China Bay. Specialized training for different types of aircraft is carried out by the respective Squadrons; this includes F-7 Skybolt, Kfir TC.2 and MiG-23UB aircraft used for this purpose by No. 5 Jet Squadron, No. 10 Fighter Squadron and No. 12 Squadron respectively at SLAF Katunayake. For training of transport pilots, Harbin Y-12s of No. 8 Light Transport Squadron are used; Bell 206s are used for helicopter training.[25]

Initial Ground Combat Training for both officers and other ranks of both regular and volunteer forces, are carried out separately at SLAF Diyatalawa in the garrison town of Diyatalawa, it also conducts advanced training for SLAF regiment officer cadets. Following training at SLAF Diyatalawa, general duties (pilot) branch officer cadets are sent to the Air Force Academy for flight training, and airmen and airwomen are sent to Advanced & Specialized Trade Training School for specialized training in different trades. Air traffic controllers receive schooling at special facilities in Colombo as well as officer cadets from other branches. In addition, approximately twenty-five officers a year receive advanced training abroad, most commonly in Britain, India and, in recent years, at the United States Air Force Academy.

In the toughest warning since the end of fighting in May 2009, US Assistant Secretary of State for South and Central Asian Affairs, Robert Blake, said Sri Lanka risked a forced international investigation, Sky News reported today.



Blake, a former ambassador to Sri Lanka, said it was ‘preferable’ for Sri Lanka to have its own investigation in line with internationally accepted human rights standards, rather than face an external inquiry.



‘It’s important to say that if Sri Lanka is not willing to meet international standards regarding these matters, there would be pressure to appoint an international commission to look into these things,’ said Robert Blake.



In a video interview on Monday from Washington, Blake said reconciliation, accountability and human rights were among the key elements the US wanted to see to normalise ties with the South Asian nation.



‘The UN has estimated that many thousands of civilians were killed in the final few months of the war,’ Blake said.



Blake cited the UN Security Council reporting Libya to the International Criminal Court last week as a signal of global concern over human rights.



He said he was not comparing Sri Lanka with Libya, but said the security council’s unanimous decision against Libya over the weekend underscored the resolve of the international community regarding crimes against humanity, Sky News reported in its website."

We should not loose our pilots for "stunt shows". They should be prepared for air combat espiecally in case of potentially violations of our air space by hostile forces and by the paripu dropping air monkeys in the north.

it was mostly owned by hotel developers which is owned (64%) by the treasury.

so technically hilton colombo was indirectly owned by the govt all the way.

this follows a rupees 11 billion in default payments by hotel developers to the govt.

best would be to sell it to a hotel chain.

He said that the Army would conduct a three-day seminar on ‘Defeating Terrorism: the Sri Lankan Experience,’ scheduled to be held from May 31 to June 2.

emphasizing the predominance of the political effort, military effort, efficient politico military gearing and rapid resettlement as the core contributors to the success of the campaign.We will endeavour to propose adequate measures to manage and counter global terrorism, and discuss strategies for nation building while introducing the Sri Lankan perspective on counter terrorism, he said.

According to the Army, a comprehensive and effective counter terrorism strategy, operational and tactical level lessons covering intelligence, field engineering, medical aspects, and operations behind enemy lines, and the evolution of tactical level training would be discussed extensively during the seminar.

The role of human rights in counterinsurgency operations, rehabilitation programmes to integrate ex-combatants into society, and measures taken to mitigate factors that might lead to a resurgence of violence, and political reforms to accommodate all ethnic communities, and nation building would be the other key topics that would be touched on by the guests and also by the Sri Lanka Army during the seminar, the Army said.Meanwhile, the Army Commander launched a web site www.defseminar.lk yesterday, to enable the delegation members to register online for the summit and also to obtain a general view of the seminar."

The government has taken a momentous decision for revoking the Gazette Notification issued by Sri Robert Brownrigg, to condemn all those who rebelled against the British Rule in Sri Lanka in 1818 for the liberation of the country from the British Imperialist Rule.

Several governments after the independence of Sri Lanka in the past, although they wanted to revoke this ignominious Gazette Notification, could not take action in this regard.

Under the said Gazette Notification all those who participated in the uprising were not only condemned as “Traitors” their properties were also confiscated by the government.

Records relating to this uprising known in the Sri Lankan history as the “1818 Uva-Wellassa Uprising” states that it was the very first struggle launched in Sri Lanka to gain independence from the British, and it was launched by the Keppitipola Disawe, who was assisted by many regional leaders in providing men and material from various regions. President Mahinda Rajaspaksa’s great grandfather Mr. Vaniga Chinthamani Mohotti Don Davith Hendrick Appuhamy had been the leader of the Ruhuna (Hambantota – Ambilipitiya area) who had provided men and material in this manner.

History records also say the government led by British not only confiscated the properties of the people involved in the uprising, but soaked the Sri Lankan soil with an unprecedented blood bath by massacring all male population above 18 years of age, destroyed all cattle and other animals, and burnt all paddy fields in the area of uprising which was known as Wellassa, denoting “One hundred thousand paddy fields”.

Under the proposed plans, those participated in the uprising will aptly be given recognition as “National Heroes” erasing the dark image placed on them and a National Declaration will be awarded on their behalf to the children/grand children of their families. This function is scheduled to be held on 22nd May, which is the Republic Day of Sri Lanka.

On the instruction of President Mahinda Rajapaksa the Gazette Notification issued by Governor Brownrigg has already been brought to Sri Lanka. Minister of Cultural Affairs Mr. T.B.Ekanayake said that this ignominious gazette notification will be submitted to the Parliament and it will be revoked with the signature of President Mahinda Rajapaksa."

It is unlikely that the great grand father of MR was part of the 1818 rebellion. MR's father was born in 1905, his grand father could have been born in 1850 the earliest. Therefore, his great rand father could have been born in 1800 the earliest. It is unlikely that an 18 year old man lead Ruhuna in that time. However, MR's great-great grand father is a possibility.
