It is 500 days today (30 September 2010 ) after the greatest ever victory to be scored by a modern security force. Since the end of the Second World War, wars are often not fought between nations. Nowadays wars are fought by proxies and between states and rebel/terrorist groups. The May 2009 victory is not the only victory over a terrorist group. There were previous instances of victories over rebel/terrorist groups. However, these rebel/terrorist groups were very small and regionalised. LTTE on the other hand was an octopus with tentacles virtually around the world. Much has been written about the victory of Sri Lanka and the defeat of the LTTE. What has not been highlighted is the fact that the root causes that gave birth to the LTTE are still around.
The Challenges of Development, Ethnic Integration and Overcoming Ethnic Politics
Uneven development was a root cause of the conflict. Districts in the north, the east and the south were neglected in development plans resulting in discontent and wide spread unemployment. Poverty of the poor masses was exploited both by the JVP and the LTTE. It is said that most LTTE cadres came from poverty stricken Batticaloa and Vanni areas than from Jaffna district where the separatist demand was strongest.
The development challenge is not about plain development. It is about development coupled with national unity and ethnic integration. If northern development fails to achieve national unity and ethnic integration, and if the fruits of development go primarily to a single race instead of people of all races, ethnic strife is going to return to this country once again.
Overcoming ethnic politics in the north and the east is the biggest challenge faced by the nation. Ethnic politics engulfed the north even before Independence . Since then it grew uglier and larger and finally produced the LTTE to fight for ethnic demands. Changing ethnic politics in the north is going to be extremely difficult. However, it must be done by creating ever expanding multiethnic settlements in the north. Simply banning racial political parties is not going to achieve anything although it is a good start.
The Real Economic Challenge
The economic challenge is not just about expanding the GDP per capita. It is about uplifting the economy of the poor to alleviate poverty, exploitation of freed-up resources in the north and the east for the direct and indirect benefit of all communities, building up a proud national economy so that outside interferers cannot dictate terms to Sri Lanka on national security, reap the benefits of global scientific developments, award a better quality of life to every Sri Lankan and supporting defence, social, cultural, political and other human endeavours through prosperity.
In ancient times, war victories were followed by rapid economic growth. King Parakramabahu the Great is considered the greatest Sri Lankan king. He treaded a path of war and invaded even faraway lands. At the same time, he rapidly uplifted the economic condition of the country. According to historical accounts, the era of the most daring warrior king was the most prosperous in Lankan history too. Large armies spearheaded the development drive following the war. All Lankan kings followed this approach, which gave them legitimacy to rule. It is the repetition of this performance that people expect from modern rulers.
However, some ancient rulers dismantled the army following war victory. This proved costly as raising an army and providing training when faced with a threat proved difficult. Maintaining a sizable army helps overcome this.
Against expectations, the defence budget allocation has risen 14% year on year to reach an astronomical 201 billion rupees, which is about 4% of the GDP. Although this percentage ranks Lanka marginally below Singapore , it brings the island nation close to the United States . United States is engaged in two costly wars thousands of miles away from home. It gives an idea how gigantic Sri Lanka ’s defence spend is. In other words, the government takes away 10,000 rupees from every man, woman and child annually claiming that it is for defence. A family of four on average contributes 40,000 rupees a year for defence. This is such a colossal amount of money for most Sri Lankan families. To make matters worse, they see no tangible improvement in their economy following the war. The bottom-line is, people pay more for defence than during the war but get nothing additional in return. If a survey is carried out island-wide asking people if they are willing to contribute 10,000 rupees per person for defence, the overwhelming majority will say ‘no’. Fading patriotism in the society doesn’t do any good either to justify excessive defence allocations. This leads us to the question - where on earth is the peace dividend?
End of war by itself doesn’t lead to rapid national development. End of war allows development activities to take place, which in turn create economic activity in the long run. Peace dividend comes from the utilization of freed resources. If freed up resources are not put to productive use, there will not be any peace dividend. Improvements in the tourism sector and large projects carried out by foreign parties with loans do not lead to tangible improvements in peoples’ economy. In order to profit from peace, people must own economic assets that generate profit.
Security forced freed up more than 10,000 square kilometres of land and over 750 kilometres of coastline. However, these have not been put to enough productive use. Creating new settlements is as important as resettlement. When creating new settlements, racial considerations must be disregarded. If mono ethnic racial enclaves are to be maintained, then there is no tangible peace that facilitates economic prosperity. In other words, race should not bar anyone from exploiting economic resources freed up by security forces.
Due to huge population density disparities, today there are more landless farmers and fishermen in the ‘south’ than in the ‘north’. If the north is to remain exclusively for a particular race, more than 90% of the population will be deprived of freed up resources. There can be no real improvement in economic development in such an atmosphere. To make matters worse, such conditions may lead to social unrest. Previous instances of similar social unrest killed more civilians in two years than 34 years of war.
Defence establishment must be told in no uncertain terms that public funds are not a bottomless pit. As the biggest employer and one of the largest managers of budget funds, the defence establishment should be compelled to save cost and eventually help convert the defence expenditure into an investment. It must also facilitate multiethnic economic settlements in the north.

Methinks it was better to do it at that time and I might even have thought 1am would have been better. This was done, with no fan-fare as possible at 10pm, mostly to avoid a protest of the most vile kind from the washed-out JVP dinosaurs (where mindless violence and damage to public property would have been the norm) and I think it worked very well. As such, no, I don't think this had anything to do with growing animosity between old friends as you put it.

Besides, this is too simplistic of a notion (the 10pm issue) not worth a second thought when you consider that at the time of his arrest, there was enough evidence pointing to SF's plans to arrest MR/GR/etc. and incarcerate them at Bogambara prison, likely even "guns going off while resisting arrest" type of a plot also thrown in for good measure as per some quarters, and as such, I don't think this 10pm thingy is a big deal anyway (even if one were to disregard my earlier rationalization per what I have been able to gather on that).

Oct 2, Colombo: Sri Lanka President Mahinda Rajapaksa said today that money would be allocated from the next year's budget to develop all roads under the Provincial Council road authorities.
The Provincial Councils are responsible in developing roads using these allocations, the President said participating in the district coordinating committee meeting of Polonnaruwa district.
**The President said that the relevant project officer is answerable to the spent money and emphasized that the roads should have a guarantee for at least 20 years. He also warned the project officers that they would have to pay the loss caused by low quality constructions.**
The President said that although there are 20 million people in Sri Lanka only 300,000 pay taxes.

The North Korean Government aided the LTTE in procuring weapons since 1997 until the end of the conflict, International Counter Terrorism expert Prof. Rohan Gunaratna alleged yesterday.
Speaking before the Lessons Learnt and Reconciliation Commission (LLRC) Prof. Gunaratna said it was LTTE Auditor/ Accountant Ponniah Anandarajah who was involved in procuring arms through the North Korean Government to the LTTE. “He was operating from outside Thailand and almost all the major weapons were procured from North Korea,” he said. Prof. Gunaratna added that it is important for the Sri Lankan Government to let North Korea know that they are aware of the information. He said apart from the propaganda and fund raising activities which the LTTE conducted globally in the form of front cover and sympathetic organizations, the procurement and shipping of arms were heavily carried out through the accumulated funds. “Although the LTTE exploited some of the Middle Eastern and Western European countries for arms procurement, they initially procured their arms from India and the Indian Government facilitated it,” Prof. Gunaratna said.
“Unfortunately at this point, Sri Lanka did not understand the importance of maintaining a good relationship with India,” he said. Prof. Gunaratna stressed on the importance maintaining a good relationship with India if peace is to be established in Sri Lanka.

International counter terrorism expert Prof. Rohan Gunaratna said the Sri Lankan Government should at least now take steps to issue a white paper to counter the accusations of alleged war crimes during the final stages of the war.
“As a country Sri Lanka failed to project the ground reality of what happened and the LTTE took advantage of the situation. The Government should have issued a white paper on the fifth no-fire zone and the failure was a miserable letdown on the part of Sri Lankan leaders,” he said speaking before the Lessons Learnt and Reconciliation Commission (LLRC) yesterday.
Therefore, he said the Government should at least take steps now to issue a white paper stating the number of casualties and fatalities during the war. Based on his interviews with the LTTE doctors and coroners and doctors who operated in the areas of the final clash, Prof. Gunaratne said that the number of civilian casualties would only be a maximum of about 1400 although the UN still quotes the number as 7000.
LTTE International network still active
Prof. Gunaratna said although the LTTE had been dismantled militarily within Sri Lanka, the global network of the LTTE still remained untouched. “There are some 42 LTTE officers operating in North America itself. The main mistake which the Governments in Sri Lanka have been making over the years is focusing solely on defeating the LTTE militarily.
Therefore no effort was made to dismantle the international network,” he pointed out. He remarked that it was the LTTE member Nediyawan operating in Norway who currently runs the LTTE structure although Selvarasa Pathmanathan aka KP is currently known as the successor to LTTE leader Prabhakaran “Nediyawan promotes Prabhakaran’s agenda and hence there is no significant shift in LTTE leadership.

Allow me to express my views about your above statement. It seems that you are inserting the words "anti-LTTE" in the phrase "driven by arrogance." It is hard for me to see the term arrogance in a context opposing a bunch of murderous terrorists who are hell bent on carving out an unholy neverland of Eelam from Sri Lanka. What you try to paint as anti-LTTE arrogance is the legitimate right of Sri Lankans to defend themselves and the country. Please clarify your position.
There was no need to murder Prabakaran at all. Murder is a term used in civil violence, not in a military conflict. In the case you are not aware, Prabakaran is a terrorist leader who raised an illegitimate army to wage a terrorists war against the people of Sri Lanka. He was simply killed in the war, not murdered. Even the usage of term murder is an act of white washing terrorism. Irrespective of semantics, the separatist drive personified by the terrorist Prabakaran is alive in some parts of the world. We are not fools to think otherwise and let our guards down. SL must try to keep 2.5% to 4% defence expenditure always. as the economy grows this must grow.
over 90% of the defence expenditure comes back to the country. the rest goes mainly for capital expenditure. so nothing is lost.
"What Law"
The law is something that should be applicable to every citizen regardless of who they are and what they are connected with.
It is the world view that the law has been applied to punish General Fonseka to kill his political ambitions.
If that law is applied to others, we will have many political leaders in prison including our own Tamil brothers in the East who is responsible for killing over 600 unarmed policemen.
It appears the law has applied to save ton of legal trouble of some powerful people in SL.

What these military pundits are missing is that we fought a COIN war to save our motherland and they try COINs in invaded lands.
Sam, old chap, very good point. Soldiers will fight with what seem like super human strength when defending their homeland. To add to that our soldiers have the historical memory of their forefathers driving away invaders and freeing the country to fallback on in a bind. Also what I find lacking in their analysis is the acceptance of magnitude of collateral damage caused by US military operations. SLA operations were fairly clean compared to civilian carnage in Iraq, for instance.

Do they care? What matters for them is their salvage.
The first reason why SF should be punished is to prevent him furhter stabbing on the Nation and to eliminate even the slightest chance of he is grabbing political power.
Why he is so loved by LTTE now? Because he is the True Sun God the Second, mightier than the first.
One More Thing:
Some argue that there are many wrong doers who have not been punished.(Anyway this is the case in any country for various reasons. Football players, when they rape, even Universities defend their star players. OJ Simpson evaded justice. I know in Sri Lanka, Law and order needs to be brought to more desirable levels)
But some use this valid argument in an invalid way to demand to release all social threats from jails hoping to get the social SF also released.
But I argue the same case, to put other evil doers also in. We may start with Ranil. The worst crimes Ranil did was to sign CFA and bring SF closer to executive executioner of SRi Lanka. But there are some other politicians in all sides who deserve the same fate.
At any rate, I will not advocate any thing that contravenes the law of the land.

LTTE surge represents the weakness of a nation and its leadership and finally we got things right with a huge cost.
SF was a key player of that. If he was the traitor that everyone likes to label, that should have been known to his appointees. Using him to get the victory we want and treating him that way shows how weak we are.
We let LTTE Terrorism roam free and control our lives. We have been dragged back in to the history and denied the progress seen by other nations.
I blame SL leadership for that more than LTTE.
Few people or Terrorists outsmarted the weak majority.
Celebration of the victory over LTTE is like dancing around by hiding all our weaknesses which will bound to come out again unless we fix them.

it is situated in the southernmost tip of india. when fully functional it will have 9.2 GWh electricity which makes it one of the largest.
any sizable leak, explosion or terrorist attack will have a DEVASTATING impact on TN and possibly SL too.
interestingly given the monssons, the south-west monsoon can send the stuff over the jaffna peninsular and northern parts of vanni.
the north east monsson will not affect SL as it will send the stuff away from SL and TN.
intermediate wind flows can affect the north-west to western coastal areas.
also russian reactors are notoriously bad when it comes to the environment. i'm 95% sure the water used to cool it will be released to the sea nearby. this will have a huge impact.
if 1971 karachchi type attack or a 2008 mumbai type of attack takes place targeting this plant, part of TN will be written off. bopal #2????? this time not the americans but the russians!!!

CBK disappointed me since most woman's rights in Sri Lanka were never uplifted despite having a woman as the leader of the nation.
Recently I heard we sent some women to US and Canada as nurses. I highly support that over sending to clean the toilets of Arabs.

India has only one consulate in Kandy and the opening of consulates in Jaffna and Hambantotta is an attempt to reach out and spread its sphere of influence to counterweigh China, according to analysts.
Sections of India’s strategic community believes Hambantota is part of a Chinese policy to throw a string of pearls geographical circle of influence around India and is aimed at counterbalancing and undermining India’s natural influence in Sri Lanka.
The port project, which will give alternate access to Chinese goods through the Indian Ocean, was earlier offered to India according to Lankan officials.
China is also developing port facilities in Bangladesh, Myanmar and Pakistan, and has plans for constructing railway projects in Nepal.
China is pumping nearly six billion dollars in the form of grants and funding of projects in Sri Lanka.
To check Beijing’s rising influence, New Delhi has also accelerated its aid programme and has offered concessionary credit facilities amounting to about 800 million dollars for the railway projects in Sri Lanka.
The proposed consulate in Jaffna will cover the five districts of the war-ravaged Northern Province - Jaffna, Killinochchi, Mullaithivu, Vavuniya and Mannar.

It should be noted that it is ILLEGAL for any US based company to do Military related business with Sri Lanka, yet HiCorp is the only US based company allowed to do so as it has clearance from the US State Department –the same State Department which put the ban in the first place.
Fonseka’s connections with Blake anna doing wonders for him. That stone had a massive engraving saying “HiCorp”.
